TOPIC: ARGUMENT127 - The vice president for human resources at Climpson Industries sent the following recommendation to the company's president.
"In an effort to improve our employees' productivity, we should implement electronic monitoring of employees' Internet use from their workstations. Employees who use the Internet from their workstations need to be identified and punished if we are to reduce the number of work hours spent on personal or recreational activities, such as shopping or playing games. By installing software to detect employees' Internet use on company computers, we can prevent employees from wasting time, foster a better work ethic at Climpson, and improve our overall profits."

Before the installation of the monitoring program, one might want to consider other possibilities and some flaws in the specious recommendation. First, the use of internet does not necessarily lead to the decline of productivity, when the work load and the effect of recreation are taking into account. Also, employee might go out for recreation if the programs are installed. In addition, the recommendation might bring along some harmful effects on employees and may act as a financial burden of the company.
To begin with, the inappropriate use of internet does not indicate a reduction in productivity since the possibility that there is little work. In fact, it is quite possible the case that the employee are diligent and have already finished their work before they start to spend time on personal or recreational activities. Even if they still have some backlog, proper break for recreational activities might even promote a higher productivity than sitting at the same place all day long staring at the screen. For example, distracting their attention temporarily from their work to browsing goods and places of interest on the internet will set their brain in rest and enhance the efficiency later in their work. It also helps that they might think about the work unconsciously when surfing the internet.
Even if the time spent for personal affairs are unnecessary, the installation of the program might not guarantee the improvement of the production. As a matter of fact, there are a myriad of way the employees can think of to escape from work and go shopping or something else while keeping their computer in the work state. For example, the employee might take advantage of the lunch time and the work time followed, saying they are preparing material at home, but actually go out to shop for his favorite shoes. Had possible reactions that hamper the improvement of productivity left unconsidered, the speaker cannot convince me effectively that the installation of the program can bring a rise for the production.
Even if I concede that this step, when implemented, can effectively prevent the employees from spending time on personal affairs, it still remains a problem if the Climpson' s overall profit can be improved. Actually, the cost of the program might be quite high and the copy of the program to each of the computer in the company might force Climpson spend a lot of money. This rise, if sharp, in operation cost will surely decrease the possibility for the company to earn profit from the increase of the employees’ productivity. Also, the monitor of the program might impose stress to the employees, which can adversely affect their performance.
In conclusion, the argument is not as convincing as it stands. Many issues are needed to consider before final decision is made.
