The statement that the general welfare of people compared to the achievement of rulers, artists and scientists is more prominent to appraise a great nation is superficial and indiscreetly, for at least two reasons. Firstly, the brilliance of a nation is complex in criterion of judgments, all its aspects such as historic civilization, culture, politics, scientific achievement as well as the welfare of individuals and the welfare of country itself cannot be skimmed, and it is undue to decide which one is the more important. Secondly, to some certain, the general welfare of individuals are more or less the results of the fruition of a nation's rulers, artists, and scientists, so it is unnecessary and meaningless to divide them and compare them with the importance in appreciating a nation. Simply speaking, as the indicator of a great nation, general welfare of its people is substantial, while the merit of the nation's rulers, artists and scientists are also fundamental aspects.

Admittedly, an improved welfare always means that the citizens are in well condition of living, as well as the relative liberty of human rights, and fine social security. So the general welfare of individuals, as an considerable facet of social, represents the evolved civilization of country. For example, the free compulsory education in today's society, is a typical warfare policy apposite to children in lots of countries. The warfare not only brings the equal right of receiving education, as well as the opportunity to attain a better career to the poor and the rich,
but also brings the country the footstone of prosperity and the hope of sustainable development. So the magnitude of welfare system cannot be ignored in approbating a nation.

However, albeit the public welfare are appreciable to present the outlook of a nation, it is not the sole criterion. Many other aspects such as the mentioned achievements of a nation's rulers, artists, and scientists are also crucial in showing the greatness of a country. For instance, the ruler of law of a country will sufficiently reveal a nation's rigidity and fairness towards crimes, or to say how powerfully and meticulously the nation concerns to safeguard its people's rights, representing the capacity of a nation.In addition, the amplitude blossom of the achievements of art also reflects the stability and prosperity of a country, as well as the diversification of ideal of culture encouraged and respected, which will continue to inspire and instruct the offspring. Compared to the two facets above, the scientific achievement, which directly influence a country's economic development as well as the living quantity and comfort of citizens are more obviously to show a nation's greatness. So a nation should be considered by comprehensive ways, there is no single angle called the surest to view a so complicated item-a nation.

Further more, sometimes the welfare and the achievement of a nation's rulers, artists and scientists are not totally out of touch, namely, that the welfare system of a nation is often the positive results of other fields’ achievement. Like the terms of law are representing the rulers of a nation, are always ameliorated to effectively guarantee citizen's legal rights and interests, that is also the strengthening and improvement of welfare system. In addition, the productive artists bring colorful life to people and also inspire advanced ideas. And the scientists grants the society forceful material guarantee. These are all the foundation of a great welfare system.

To sum up, even "To see a world in a grain of sand", however, we will never know which sand among the thousands is the surest.
