TOPIC: ISSUE69 - "Government should place few, if any, restrictions on scientific research and development"

Scientific research and development has played a vital role in the progress of human civilizations while sometimes the results of some research in fact hurt the general interests of human beings. Should the government place restrictions on science? I am on the same philosophy side of the speaker. Few restrictions should be placed on scientific research and development except for some extreme conditions.

Basically, the restrictions on the scientific research and development will largely withhold the steps of human progress. For instance, the Europe in Medieval is influenced greatly by religious power, which is the oppression of the knowledge against the religious beliefs. The European culture was in a severely cold winter until the spring of the Renaissance came, which finally accelerated the European civilization. Moreover, history tells us that the future of a society doesn't focus on the science and knowledge is gloomy. The Culture Revolution in China in 1970s is a disaster of Chinese civilization which is an extreme but vivid example. Many restrictions even bans are carried out because of the ideology conflicting, which made the whole country fall into the abyss of poverty and ignorance. Hence, it is wise to place few restrictions on science.

In deeper sense, the government shouldn't place any restriction on the fundamental research. The exploration of the science is the reflection of the human desire for the truth and knowledge. It is the most brilliant spark of human intelligence and the motives of the progress of human civilizations. We can never imagine the splendid the knowledge may bring about. The theory of force and motion established by Newton finally leads to the cars on the roads and the planes in the air. The theory of Electricity and magnetic established by the physicists like Maxwell finally contributes to the bright modern world. Even the knowledge which is seemingly useless at present may show its value in unexpected fields. When Euler and other mathematicians were striving for the truth of number theory hundreds of years ago, even themselves couldn't have expected its great application on the information security nowadays. No one has access to the future and perspectives of the knowledge. The basic research for the extension of knowledge is always of great value and shouldn't be placed any restrictions.

When it comes to the applications of the science, some problems should be taken into consideration. While most research on the technology for human benefits deserves great supporting and encouragement, some restrictions should be place to prevent the abuse of science technology. The research on nuclear powers in really beneficial for human beings in many fields such as energy, electricity producing and even medical methods. But restrictions are essential for prevent the wide spread of nuclear weapons. Similarly, biology and gene research are encouraged but bans should also be carried out on the research of biochemical weapons even gene weapons, which are really harmful to our humans. In light of this, we should not restrict science research generally but must restrict the research on the evil application of the science.

In conclusion, without some exceptions few restrictions should be placed on the scientific research and development. We never grudge our eulogy to praise the importance science and the knowledge themselves should be pursued without limitation. But we should alert the abuse of the science.(551)
