Water is to fishwhat freedom is to scientific research and development. As long as in adequatespace, the tree of science can grow stronger and stronger. Albeit governmentshould place few restrictions on scientific research and development, pay moreattentions on scientific appliance.

Unfortunately,always some opponents argue that unrestricted scientific research anddevelopment will bring an unexpected loss rather than a big cake for human. Wecannot neglect the nuclear accident in Russia in last century, whichundermined the health of hundreds of residents who lived near the pollutionarea. What is more? A nuclear bomb, although accelerated the capitulation of Japan in World War Two, brought peace as well asthe untold sufferings to the civilians in Japan. Can these unfortunate storiesnot supply the sufficient evidences to restrict the scientific research anddevelopment? Are these sufferings not serious enough to pay attentions? If not,why our government should not put some restrictions on scientific research anddevelopment? Indeed, in front of these unlucky history events, we concede thatscientific research and development bring us the sufferings. Our governmentshould inevitably place certain restrictions on scientific research. However,those opponents neglect the essence of the scientific research and development.

Naturally, it isindispensable to discern the essence of scientific research and development:explore the unknown areas in scientific fields. Then who knows the result-a landmineor a goldmine? Possibly, only God knows. Even we cannot know the result, howcan we restrict it? If so, whether some promising appliances of these fieldsare eliminated as these restrictions? Factually, what the government shouldgovern is the appliances of scientific research and development, but notthemselves. If we apply the results of scientific research and development, forexample, on nuclear to the study of weapon, the unexpected consequences in theformer are following. Instead, if it is applied on the study of dynamicsystems, it will reduce the fuel. It is ironic when the opponents of the studyof nuclear use the electricity at homes which is generated by the nuclear. Thenegative opinions are no only on the study of nuclear, but also on the study ofcloning. Although it cannot be denied that cloning on human will generate a significantethic crisis, in practice, it is a hope hold by biologists to reserve someendangered species.

Therefore, thequestion that whether scientific research and development bring us a cheese ora loss depends on its appliances. Then we know the restrictions should notfocus on scientific research and development, but on the appliances ofscientific research and development. After all, the scientific research anddevelopment ultimately pulls the society forward. Through the scientificresearch and development, our life can get better.
