The answer is definitely no. Fundamentally, the effort of any historical event or trend should, to some extent, attribute to the common public.
However, the great power from ordinary public can only work efficiently with the key- the rational arrangement and lead of eminent individuals. The people do hold imaginative power, but they, probably, do not know how to make full use of it, just as the richest fool does not know how to spend his money. While, the encouragement of the leaders, which usually appears in form of speeches, is the engine to evoke people’s desire to apply their power to make a different society or even a different world.
