To be an effective leader, a public official must maintain the highest ethical and moral standards.

In ancient Greek, only the elders who were highly respected and deferred for their morality and reputation could be elected as the leaders and to take charge of the society. As time flies over centuries, during which period thousands of prominent leaders appeared and left, guiding the human race to an upper state, what we require from the persons who we dedicated our trust and hope for the future has been quite distinct from in the past. Does ethic and mores still has privilege in the election of a leader, or is it only an obsolete notion which should be taken place of by the talents and achievements?

A leader, literally, is a person who has the will and the ability to rise above contemporary people, and call on them to carry out what they share as common belief. After all, if we look no further than the define of the leader, we may come to a conclusion that it only falls on the shoulder of a leader to keep his followers and be adherent to their dream. And it's true that personality differs from man to man, and everyone has some ideas to share in common with his fellow men, so it's just depend on a more competent people to rise beyond the masses, with the critical innate composition to win respect from his people. A sharp eye to see through the superficial phenomenon, an acute mind to judge from the complex choice to seek a way out, the self-confidence to keep stubborn at what his pursues, a lofty spirit to be worship by the people : these are all personalities which either constitutes a leader, and from Hitler to Franklin, in this sense, they are both prominent leaders.

As in the modern world, which stresses heavy emphasis on individual ability, competence and person fame tends to appeal more to people, thus contribute more in the definition of an effective leader. In the business area, an official is required to be shrewd and prudent to win through the intensive competition in the profit-driven market and gain his capability to fight against other cooperation. Meanwhile, the moral standard and ethics seems to be left in a place which is ignored. And there are similar cases in politics, for example, in the Watergate affair, the prior president of America, Nixon, who was effect in his earlier years as a leader, holding the will to gain trust from his people, hided some facts which he thought might hinder his reign. However, ironically this scandal turned out be the end of his political life. And we may wonder, what is essential of a true leader, and what should we expect from them?

As far as I'm concerned, apart from the role played by a leader to be the charge of a group of people, a leader also, or even more importantly, is the role model of his followers, and he should earn the personality which valued most by his followers and has the taken the responsibility to fulfill their dreams. Even in the army, where the general governs his warriors by strict rules and disciplines, and a severe system of punish and award is established to strengthen the inherence, if the leader is to be respected and trust by heart, he still need to be, at least in common life, even-tempered and easy to approach, which will add to the morale of his troops, as Churchill did in the World War II. Turn to other regions where the government is more on the basis of its fame and reputation, we cannot expect a bishop, without a love for his chiliasts but a dirty, or a heart concerned with money, to save his people from their sins; nor are we convinced that a tyrant like            to effectively maintain the governance of the Roman Empire, though he might be famous for his political ability. And if things turn out to be that people are willingly to imitate such kind of leaders' behaviors, the orders of the world will be overthrown and slip into turmoil.

All in all, what personality that I may tie to a leader is that he should be a saga, as interpreted by predecessors, who not only has wisdom and is capable to aggregate his believers for their conjunct goal, but earn the maturity and prudence to adhere to a high moral standard, or at least, a good will to tell right from wrong.
