答案C啊。。。可个人感觉E很对呀：能让城市失色。而且跟前面“ glorious monuments”构成反义。为什么overshadow就不对呢？

疑问既然“。。。 despite compelling safety concerns”，那么应该对outside influences不理的，那第一个空就该选B。。

overshadow 的两个意思：
1. to cast a shadow over.
2. to exceed in importance: outweight.

我的理解：agency不知道untenable risk是什么所以就会依赖outside influence （因为无原则了已经）

应该是看冒号后面的那句话，专家即使在power plant有compelling safety concerns这种内部原因的时候，仍然允许延迟检查。
换句话说受外部原因的影响，而非无视。（B选项 unaware of）

第三题明显 and 左右两边应该一致，既然and后面是不好理解的术语，则前面应该是选导致更难理解的 less coherent 。

第一题后面的内容表示，交通的便利促进了城市人口的郊区化，也就是说城市的居住人口减少，所以选衰退不选overshadow

第二题我的理解是，it recently for allowing，反映出agency已经屈从于outside influence，所以是susceptible to，而不是没有意识到。

另外，可以说unaware of the risk，而不能说unaware of the influence

第二题，susceptible在美国传统词典里还有一个意思是“capable of accepting”，我觉得这里应该是取的这个意思，即agency做事没有自己的原则（never define 。。。），从而变的接受外部影响来处理自己的内务。

第二题先分析一下句子。that从句做charge的宾语。注意，having never defined 和 has grown____outside 两句话是同位并列从句（好像是这么说的在杨鹏长难句上面看过一次）也就是说这两句话共同的主语是regulatory agency，主语相同，说明这两句话指的是一回事。前半句的意思是说regulatory agency没有明确危险的门槛，是不好的事情。后半句regulatory agency has grown (i) ______ outside influences on that issue。肯定也是说不好的事情。B是一个中性词，可以排除。
冒号后 several experts have (ii) ______ it 。这里it指的regulatory agency。就是说专家怎么了机构，experts和critics对应，charge 和二空对应。选E
在看第一空，冒号后面是说最近有许多专家严厉指责了这间机构,因为即便有明显的安全疑虑,它却拖延电厂的检查超过六周。说明专家开始关注这个机构了，experts的指责就是ouside influences。A明显更符合意思
