我的理解：agency不知道untenable risk是什么 所以就会依赖outside influence （因为无原则了已经）

应该是看冒号后面的那句话，专家即使在power plant有compelling safety concerns这种内部原因的时候，仍然允许延迟检查。
换句话说受外部原因的影响，而非无视。（B选项 unaware of）

第三题明显 and 左右两边应该一致，既然and后面是不好理解的术语，则前面应该是选导致更难理解的 less coherent 。
