1. I guess "in the following months" is right. We say "in a year, in a month, on a day", right?
2. Here, "reach... by June " seems wrong and you are right. It should be "have reached... by June "
3. "during which," is right in syntax, I think, "which" is refered to "the following months". But now I suppose using "meanwhile" would be better
4. I do consider it as confusing by saying"Afterwards, it drops and levels off at around 280 mm before reducing from October back to 20 ‘C at the end of the year.". I had better say "Afterwards, it drops and levels off at around 280 mm for two months, and again, falls back to 20 ‘C at the end of the year."
