ISSUE56 qisaiman - "Governments should focus more on solving the immediate problems of today rather than trying to solve the anticipated problems of the future."

Government should develop a comprehensive understanding towards the relation between the immediate problems and the anticipated ones. I agree that urgent issues should be solved with a concentrated energy, but the anticipated problems of the future deserves the same attention, if not more.

To begin, any government should devote considerable energy to urgent problems because sometimes if not solved immediately, it will bring great harm to the society and discredit the government. Although the technological advancement has brought unprecedented progress to the human beings, emergences, such as earthquake, storm and extreme climate, still strike the society suddenly, reminding us the fear we have long forgotten to the nature. In such circumstances, governments should do whatever they can to alleviate the harm and supply aids to those who suffered. Unfortunately, we have witnessed some counterexamples, such as the disaster resulting from the flood in Taiwan in 2009 and the snow disaster in 2008 China. Mr Ma has suffered politically due to the inappropriate measures. Therefore, any government which fails to deal with the urgent problems cannot be supported politically.

However, governor should notice that the subtle link between the present and the future. Some social problems may be addressed for now, but if we fail to focus on the deep roots of them, it will emerge again. Some social issues may do not enter into our sight, yet this can be interpreted as their being trivial. For example, during the early years of Reform and Opening-up, food scarcity was common and to address the drought weather in Northern China, large amount of underground water was used to irrigate. Though the society got an increased food supply, this backward irrigation method pawned more serious problems confronting the Northern cities today: drink water shortage. Hence, the government should keep an eye on the potential consequences when solving the current problems.

Furthermore, the anticipated problems should receive enough attention, which otherwise might lead to serious consequences. For instance, the gentle imbalance has begun to emerge. It may be not an urgent one now. However, if government pay little attention to the root, such as backward custom placing high value on the male offspring and the abuse of medical measure to distinguish gentle of baby, this will bury a deep yet disastrous social turbulence, including growing crime rate and distorted martial ideas in a near future.

Meanwhile, China was and still is an agricultural country and the grain problems during the Great Leap have given unforgettable lessons the all Chinese. Although today it seems that we needn’t worry about the food any more, but considering the decreasing farm land and unexpected climate change, agriculture problem is still a great concern to the government, which if not well handled, can seriously damage the society. It is an anticipated problem in the future, yet it deserves significant attention. Measures, such as farm insurance and scientific irrigation should be adopted to prevent the potential issues from emerging.

In conclusion, as the history indicates, there is intricate relation between the present and the future. Governments should do a careful calculation to handle the social problems, no matter immediate or anticipated.

Governments should do a careful calculation to handle the social problems, no matter immediate or anticipated.我的看法:政府要对自己的短期目标和长期目标合理安排。政府应该根据自己的能力和资源,合理安排好工作重心。重要的事情不能被紧急的事情耽误了,否则重要的事情没有做好回暖引发新的灾难,无法收拾了(有点极端)

Ps.本人真的比较水啦 才写过一篇issue 所以在其他方面也没有太多的想法~总体感觉这篇文章感觉各个点都算讲得比较到位吧~中规中矩的~
