Ethics and morals is a kind of conduct which without expressly stipulated in writing. It is a conduct to restrain people's behaviors in society, and everyone in the society must obey it. And the significance of ethics and morals is also evident in group cooperation. Noble ethical and moral can form good relationship and working atmosphere.

First, as ethics and moral is a basic conduct of a person in the society, everyone, especially effective leaders should obey it. If a leader with good morals, he can better lead works, and he/she will supported by most people. It is not hard to image, if a leader lack ethics and morals, his/her subordinates will not follow him/her, and he/she cannot trust by his/her coworkers. More worse, he/she may cannot trust by the society. Watergate is an example that political leaders comply with ethics and morals, and in the end the leader was abandoned by the people. And this kind of instances is everywhere that after the scandal of business leaders was exposed, the sells of these companies declined.

But is the highest ethical and moral standards really exist? Or can we exactly know what kind of behaviors is nobler than another kind? It is true that people are sensitive in judging the good and bad of a behavior. They can distinguish quickly whether a behavior is within ethics and morals or not. However, if ask someone to tell what behavior is the best one among several moral behaviors, he may feel confused. For this reason, we have got the concept of moral bottom line, which is a line to limited basic moral behaviors. To go over the line, the bad behavior will soon be distinguished by public. So to a effective leader, he/she should obey the moral bottom line at least.

After globalization, to uphold the so-called highest ethical and moral standards is very unrealistic. Ethics and morals can be seen as a kind of legacy we inherited from our ancestors. Since it is a legacy, different people who come from different countries may have different standards of ethics and morals. For example, in most countries, polygamy is immoral but in Arabia it is moral. As a result, even if the highest ethical and moral standards exist, one can hard to uphold it.

In sum, to an effective leader, to obey the moral bottom line is necessity, because it determines whether a leader can lead his/her subordinates. But since the different moral standards exist, and since people are vague to the highest ethical standards, one has no need to pursue the highest standards.
