The author insists on the benefit of revealing information of the government, as is carried out in many countries, which is of course convincing considering the right of everyone to participate in the management of the whole country, while, on the other hand, emphasizes the importance of it too absolutely to maintain its correctness.
Everyone is born equal, therefore when a government is organized by all of the civilians, the entire individuals should possess the right to participate in the process, enjoy the opportunity to monitor it and criticize it when it is incorrectly run. The governors are actually elected to deal with the detailed matter representing everyone, given the reality that it is impossible for everyone the attend the function of government, thereby some smart people of good reputation and excellent ability in arranging such matter as making a speech in the public, decide the policy in front of economics crisis and so on are elected to deal with it. In a word, the power of the government is derived from the whole people, hence, it is unwarranted to conceal information without the admit of them. Moreover, when the civilians request to know what's is going on in the government, or what's the opinion of it on some very affair, the government should obey their orders, or attempt convincing them it is better to keep the secret. Otherwise, they have the right to cancel the government, and select another more fealty and honest to them. When people know exactly and comprehensively about the function of the government, it will be possible that everyone shows their enthusiasm on dealing matter as a whole, via which is the government able to gain the support from its people. Whatever the proceeding is, trials, debates, meetings,etc, the people have the right to know when it can reveal the stand point of the government.
However, the author exaggerate the benefit of revealing information without any bound, which undermines its persuasion. As is known to all, some affairs should be kept secrets for the sake of the whole country, such as matter concerning the fatal benefit or security of the country. For definiteness, when we have made the policy about how to address the attack of criminals, should we reveal the details to the public? Of course not, otherwise it will endanger the security of them. Or when we are going to hold a commercial meeting, it is obviously to claim all of our conditions, or we will suffer disadvantages from the competition because we know little about rivals while they know everything about us. Sometimes, the government holds some bad information just to avoid panic. When the country is facing huge budget deficits, they always conceal it and encourage the civilian that the condition is quite promising without mentioning their embarrass situation. Nonetheless, it always works, because the confidence of the public plays a significant role in the recovery of its economics. What if the government stupidly convicts that the systems of economics is going to be destroyed? The mood of desperate and panic will spread around the country, people will be crazy at buying and storing goods, thus the prices will soar, and eventually the country will actually be destroyed.
Then the question appears what information should be concealed and what should be revealed, which is applied by generation and generation, with the order same quantity of the successors and failure.
In sum, the author sees the importance of reveal information, but makes some drawbacks when emphasize its benefit too much.
