Issue70: in any profession-Business, politics, education, government--those in power should step down after five years.The surest path to success for any enterprise is revitalization through new leadership.
In this era of demanding creativity much more than before, some people believe leaders should be replaced after 5 years in any field, for the new ones can bring revitalization which is the surest path to success. It seems plausible at the first thought, but after a careful thought I can hardly agree because they neglect many other factors that determine whether a leader should renew his/her office or step down. (71)
  The qualities which the leaders have speak for their reappointment, especially for politics and business. First, some of them have a sharp view in the profession they devoted to, which can only form through long-time work. It means the new one merely have a superficial knowledge about this problem, and when he/she gets another deeper one, it is about time that he/she left his/her position. If that “regular stepping down” came true, our society’s pace forward surely decelerated since many ideas which avoid the rough road and direct the destination cannot be put into effect, and many fields may experience more failures. Moreover, some of the present leaders have precious virtue and uncomparable competence. Indeed there are many people suitable for the position, but not all of them can do the job best. For those who have a gift for both their majors and leading others, it is a pity that they have just 5 years to make contributions. That is why Washington had been the president of the USA for 7 years after he led the uprising and when he resigned the majority still felt a shame. Last but not least, the working experience should not be ignored. We cannot say the new points of view necessarily outweigh the experience, and there is also no evidence shown to us that new leadership will surely cause revitalization.(227)
  Another factor should be considered about the reappointment is the programs launched during their period. When the new ones take power. There is possibility that the programs in process will be suspended for different opinions or be disrupted for the unskilled time of the new. This suspension or disruption not only waste lots of money and energy but also cannot benefit the mass as the last leader promised.(68)
  People are still worried about the autocracy and corruption of old leadership. Although these happened in history, there is no necessary correlationship between these results andlong-time appointment. It’s one’s character that plays a more essential part in the autocracy and corruption ra than the long-time appointment . Take Franklin.D.Roosevelt for example, he is in power for 13 years and is still the most beloved president to American people.(68)
  Admittedly, the new leadership has its advantages while the experienced has its disadvantages. We cannot deny the fact that the newcomer may have original ideas rather than the conventional ones. We also cannot close our eyes before the phenomenon that many people have a out-of –date mind and even corrupted while in power for a long time. These, however, are not adequate to illustrate that all old leadership is incompetent and need replacement and new one is more creative and can cause revitalization.(83)
  In summary, the one in power should step down for incompetence, refusing modern things and corruption, but if they perform a perfect job since they take power, why should we ask they step down and take the risk that the new leadership is not as good as the last?(49,all 567)
