为了保持有效领导，公众领导人必须保持崇高的道德水准。

道德在人类社会里起着基础作用，道德高尚的人受到人们的尊敬。受到人们尊敬才能有效地推行各种政策。
道德水平有助于塑造公众形象，从而帮助其发挥领导作用。例子：林肯，罗斯福

I cannot agree more with the speaker's view. I will give high praise to a political leader if his moral level is acknowledged by people, while on the contrary, one without morality will not be loved by the people even if he is professional in dealing with public affairs. I will explain the position of morality in politics as follows.
We all know that morality plays a basic role in human society. Obviously, a moral person will always be respected, even when in fact he is not very capable of anything. Our folk tales are usually about someone who is moral and always have a happy ending. If he has an ability of leadership on the basis of moral character, undoubtedly he will be elected as the leader and defeat the enemy at last. The reason of this phenomena is we think highly of morality, which seems like a powerful arm to win the support of other person. In Chinese history, when the last King Zhou of Shang Dynasty killed some moral ministers, he lost the support of people and was replaced by another Lord who was famous for his kindness and honest, which is just like descriptions in many tales.
Considering the role of morality , political leaders should emphasize the importance of it. Because every policy is by people and for the people, political leaders are hardly to get the support of people without high moral and ethical standard. I will first cite the President Roosevelt to prove my view. President Roosevelt was thought to be a brave and honest man. It is he who brought the country with great courage against giant enemy and gloomy economy crisis. People's love for his moral performance give great support to his policies to promote American economy and defeat the Axle Nations, which is the reason why he got such a high position in history. President Lincoln is also a moral man. When he was young and saw the miserable experience of slaves in a big city, he said he was determined to break down the slavery, which shows his sympathy. In his childhood, Lincoln respected his mother-in-law very much during his father's second marriage. Since Mr. Lincoln had a kind heart and brought fairness and equality to all the people, he was honored as the greatest President in the American history.
On the contrary, politicians with ethical disadvantages always have no good end. A famous example is President Nixon. He was a preeminent political leader since he pulled the United States out of the morass of Vietnam War. However, after the Watergate, people recognized that their leader was a dishonest man. He privately ordered his subordinates to cover the fact of tapping in Watergate Building, but in public, he said he had nothing to do with it. The behavior of lying and escaping liability was hated by everyone when it was exposed to American. Therefore, he was thought to be a unsuccessful President although his performance in international affairs was perfect.
In sum, political leaders should emphasize the role of morality and pay much attention to it. As a Chinese idiom says, people are water while politicians are boats, as a result of which whether the boats can float or not depends on the water. It is a perfect analogy to describe the role of morality in getting the support of people.
