Whether the government should place some restrictions on the scientific research and development is a controversial topic. Some people claim that the government should not take action to intervene the scientific research just like the speaker asserts. However, as far as I am concerned, we may also face some other troubles without the limit to scientific researches of the government.
To begin with, I have to admit that the government should not place too many restrictions on the scientific development, since the government sometimes cannot make an appropriate decision to the progress of the scientific projects. The development of science cannot explain even be judged by the current attitude sometimes, since some great achievements may fight strongly against the traditional point of views. For example, For example, in the age of Soviet Union, a Russian genetics Trofim D. Lysenko claimed that acquired characteristics of plants could be inherited by the next generation, which was based on inadequate research and incompatible with scientific facts. It was totally accepted without thoroughly thinking by the authority due to the potential benefits to agriculture and the agreement with Soviet ideology. As a result Lysenko was selected as the leader of biological research in Soviet Union by the government, which ultimately resulted in the damage to Soviet agriculture and chaos in the biological realm that impeded development for many years longer. From this we can see the excess of restrictions sometimes causes misfortune.
However, the discussion above does not mean that the supervision of the government in the process of the scientific development is unnecessary. On the contrary, government should pay some attentions to the advanced scientific realm, since this kind of research sometimes can bring certain result that oversteps the scientist’s imagination. The advanced discovery and invention can bring the beneficial as well as the harmful to the mankind. Sometimes the disadvantage of the invention can lead great catastrophe to the society. For example, the utilize of the nuclear power is the great invention in the 20th century, people build up the nuclear power stations to solve the energy crisis due to the resource in the world is limited. Nuclear provides infinite power to the scientist when we find out the method to explore it. However, the invention of nuclear weapon is the nightmare. It brings huge panic to the people all over the world since the nuclear weapon can bring tremendous damages to the world. Therefore the government should place strict confine to the research on the nuclear weapons and other kinds of inventions which can bring great harm to the world.
Moreover, some kinds of research may have the conflict with the current moral and ethical. This kind of research is controversial in the scientific area and causes some dispute in the public. To these researches the government should well inducts and be cautious when they make the restriction. On one hand, some of the researches is beneficial in some areas and indeed help people in some circumstances. On the other hand, it also brings some trouble to the society. For example, the euthanasia is the controversial topic among the scientists and people all over the world. It can terminate the endless painful to the dying people, meanwhile some opponent regard it as the demolishment of the basic human right. Government should make a cautious decision when they face with the delicacy problem.
To sum up, to scientific researches, no strictions of government or absolutely free environment are extreme. And, Proper regulations and precautions given by government are quite necessary for the healthy progress of science and technology.
