69"Government should place few, if any, restrictions on scientific research and development"
Without the obstructions made by government and other pressure groups, science can make great progress due to the freedom for researching on whatever fields that scientists are interested in and getting funds from many organizations who want to share the research findings. Though government should impose few regulations on scientific development, and even put forward policies to encourage it, it is advised that, still, some necessary stipulations should be placed to give control on the research and usage of the science.
As for the people who hold the point of view that government should not try to intervene into the scientific world, they claim that the restrictions lay on the research programs hinder their development. For one thing, government does not share the same goal with scientists. What governmet pays atterntion to is whether the investment of it can make contributions to the general people in the society. But in this case, government usually cares about the immediate effects of the researches, while for most of the scientific research, their process and application to the society are gradual and trasitionary. For another, scientific research focuses on the fact, while government is influenced by ideology. The unreasonable ban promulgated by the Bush’s government on the research on the embryonic stem cell is a typical example. Actually science is nothing about politics, but all about fact.
In terms of the dedications to the society made by scientists, government should encourage the development of the scientific research, not to regulate them. The U.S. government has recognized the value space science can make to the next generation and further ones, and thus they invested large sum of money into the NAZA’s Mars Exploration program, in order to find new habitats for the human being.
Nevertheless, albeit considering what mentioned above, government should still place some regulations on the scientific development. The nuclear power, for example, is a kind of technology that should be utilized under control. If spread to the public, not only does the nuclear energy do not benefit human, but the evil people or terroristic organizations may take advatage of it to make lethal weapon. Restrictions should be made on the use of the technology invented.
In conclusion, government should not over-intervene the scientific research and development, and instead, support and encouragement should be given to the researches. Some restrictions, however, needed to be imposed for the sake of safty of the society. |
