You may still be under consideration for funding by your department. In general, departments make funding decisions for the fall semester in late March and for the spring semester in December. However, you are required to certify funds whether you receive department funding or not. It's important to know that certification of funds has no bearing on the department's decision to award funding.
In fact, your international student financial paperwork is not included in the file sent for review by the department. Programs award funding based on academic excellence, not financial need. Your graduate program director will contact you directly if you are awarded funding.
