这个题目呢，关键是比较一些领导人，头目做的决定对世界或者国家或者人民生活的影响和社会自来发起的运动。

我再给你几个KEY WORD：文化大革命，毛泽东；工业革命。。等

headline-making political events， 911 events 对American算不算political events？又美国攻打Iraq的战争，对于Iraq的人民算不算political events？political events 外交、选举、government policies是吗？  
seldom-reported social transformations 为什么会seldom-reported ?是不是social transformation 不容易被察觉出来，因为是缓慢在进行（或不断在进行，甚至至今仍未结束）
有个很奇怪的问题social transformation是指social change（社会变迁？）若是的话political events应该也是导致social change的因素之一啊?（例如具有权威的当权者所做的事，或政府的采用资本主义的政策，都是political events，都可能会导致social change）感觉起来一个是原因，一个是结果，怎么比较谁重要?…混乱…对不起，想到哪写到哪…还是混乱…

第一个问题：都可以。只要有他的重要性就好。
911不能说是HEAD-MAKING 也不能说是SELDOM-REPORTED SOCIAL TRANSFORMATION，但是可以说是 sudden turning point to many social changes recently happen in the states.
iraq 可以说成是head-making, 因为是有傻BUSH宣布的，决定的。

我相其中的原因或者说是联系应该是，一些社会现象是缓慢产生的，是TRANSFORMATION（changing of the shape and character），而the heads 只能做相应的措施来防止或者促进这些社会变化。

224，审查制度是针对谁说的？ 媒体？这个也不好写，找不到一个好的立场。
123，我觉得通过一个人的外表， 行为可以反映他的内在的性格特点。可是如果说政治信仰就不知道怎么好说了，政治信仰具体是指什么呢？民主？专制吗
最难的还是没有例子，有一些问题观点好象也不好说，是自己怎么想的就怎么写好呢，还是最好有一个常规的答案呢？比如说要民主还是专制，按道理说应该是民主好啊，可是我觉得专制也有很多好处的，如果这样写是不是ETS就不喜欢呢

43，我也写了一篇，大家也帮我看看吧，尽管打击我给个分吧，我有心理准备的。
People are more likely to accept the leadership of those who maintain the highest ethical and moral standards. However, in my view it is somewhat fastidious for us to put such a request on them.   

To begin with, the highest ethical and moral standards themselves are variable in different areas and different times. As a British writer said: “morality is the custom of one’s country, cannibalism is moral in a cannibal country.” Condition in China is a good example to illustrate the ideal. As we know, China is a big country with 56 nations and different nations have distinct customs. In this case, something that is considered moral in certain nations would be not conformed to moral standards of another nation. Besides, the ethical and moral standards are changed with society developing. For instance, at the beginning of the country being established, Chinese people value the merit of frugality, leaders were venerable for they also led frugal lives like their populace. But now, with the development of economy in China, most people agree that as a leader who contribute so much to his\her field and sometimes stand for the whole country should enjoy a live with much higher material level than the common people. Therefore, form those instances, we can see that it is unfairly for us to request the public offical to maintain the highest ethical and moral standards all the time when the standards themselves can’t keep consistent.   

Another point we should considered is just like what the American president Benjamin Franklin once said : “ In almost every face and every person, they may discover fine feathers and defects, good and bad quanlities.” Undeniable, the public official, no matter what job he\she takes, President or Prime Minister, is a common person who can never achieve perfect in every aspect. Moreover, problems in ethic and morality are concerned more with one’ private live rather than public affairs which have wider influence on people around. Even if as a public offical, one has the right to chose the way he\she likes to live as long as his\her behaviors would not bring about negative effect to the society.

In addition, what is the most important quality we expect a public offical to possess? The highest ethical and moral standards or the ability to gover a country, to bring about stable social condition, to promote rapid progress of economy? Obviously, almost all people’ answer is the latter. A public offical whose main duty is to manage a department or a country needn’t take pains to become the personification of ethic and morality of the public. many other people are more suitable than public officals to take the task such as teachers, clerks and philosophers. However, for pubic officals, who play a different role in the society, What they should always remind thenmselves is to bring the greatest benefit to the country and its people. For instance, in order to protect the interests of the country, governors sometimes launch wars. As a result, they are surely considered as going against the moral standards by people who suffer from wars. However, we can’t deny they are eligible leaders of the country and do good for most people in the country.

Admittedly, a public offical has great influence on the common people and it is necessary for them to maintain a higher ethic and morality standards to gain the esteem and work much more efficiently. However, the public also should never treat public officals with a tolerant heart.

It is very important for a public official to have high ethical and moral standards. As a public people, everything he or she does may be on the television or other types of media at the same time. In another word, he or she is completely transparent to the public. If one want to be an effective leader, he or she should maintain high ethical and moral standards.

Admittedly, the higher the ethical and moral standards a public leader has, the more the supporters he or she will have, and the better the work gets along. People have the most disinterested opinions to public leader of their nation and then choose to incline or against his or her side. Certainly, many other things, such as the ability and the contributions one makes for their nation, are also very important. But high ethical and moral standards are necessary to an effective leader. A leader without high ethical and moral standards cannot stay in the high position too long. For example, Bill Clinton, the pre-president in America, is an excellent leader in many aspects. But because of his scandals in his private life, he could not get the highest evaluate from his people.

On another kind of perspective, high ethical and moral standards of a public official can help him or her have good reputations among other nations all over the world. Thus the trades and cooperation between the nation and other ones are smoother to do. For an instance, Zhou Enlai, the first Prime Minister of People's Republic of China, had a high reputation in many other countries for his high ethical and moral standards. It helped him solving many diplomatic problems at the beginning of the new state.

However, there are many public officials who have few ethical and moral standards. Like those leaders who have high ethical and moral standards, they also work on the positions and try their best to lead their people to the nation's prosperity and richness. But, in long-term considerations, their low ethical and moral standards will stop them from doing more outstanding contributions. These people should be aware of the importance of their own ethical and moral standards and make progresses on such merits.

In conclusion, high ethical and moral standards not only play vital role in the leader's personal achievement, but also very important to the nation. A nation's prosperity and richness need good leaders who have high ethical and moral standards lead their people to the right way.
