To be a effective leader ,a public  official  must maintain the highest ethical and moral standards.

In this profit-driven society , ethical and moral standards are diminishing and not so important as long before .However , being a successful and effective leader , they are the bedrock and step stone for their achievements.
Admittedly  nowadays in many area especially in business, the talents and achievement in economic are regarded increasingly important, while the ethical standards have been neglected even rejected . For example , we often evaluate the performance  of a mayor or a president by the economic profit  or the retained assets during in his or her stage. If the profit or the financial condition is poor , we often immediately condemn even reelect the leader. How unfair for them ? Maybe , they have succeeded in improving the citizen duty consciousness and the spirit quality . But their ethical and moral standards often are shadowed .
However , in the long run the best  quality for an excellent leader is the ethical and moral quality which not only benefits himself or herself as a individual but also the society as a whole. We can not image what a society would turn into without the bands of ethical standards especially for a leader -- a bellwether of the public .Maybe , it will deteriorate  into a plate of messy and scattered sands. Iraq is a fitting example , the  leader Saddam Hussian without the ethical standard to avoid war for the benefit and safety of his people is always  involved in the war of national as well as international. It is no wonder that Iraq become a sea of  hungry  and poverty .This example just illustrates that as a leader the first and the most quality  he or she must possess is the highest ethical standard.
Besides , it has been proved by history that only those with high ethical standards  can successfully and effectively lead the public .A common but illustrative example is Luther king . As we know it is his stable conviction and high spirits that make almost all people join him . I have a dream can still revokes in my ears which spurs so many people being solved to demur the slavery system. He succeeded ! He win ! we can not deny that his actual high ethical standards serve as a catalyst for his victory. Besides , Gandhy also is a excellent and effective leader of India with the highest ethical standards.
In sum , if a leader is crave for promotion and success , the high ethical and moral standards is the step stone for all of these achievements, although in this profit-driven society  it is sometime inappropriate  shadowed and neglected .

（1）一谈到国家是否应该withhold information, or should be supervised by people，我最喜欢用的就是卢梭的“社会契约论”（Rousseau: The Social Contract）内容大概是，国家的产生是由人民互相订立的契约，彼此都让渡一部分权利，以求得和谐的相处，并且将这部分权利交给一个组织来形式，来维护社会的公共秩序，并降低每个公民为维护秩序所花费的成本，这个组织就是“国家”，从此公民的权利就变成了政府的权力（right变power） 因此，我认为政府受人民的监督是理所当然的，因为它的权力来源与人民。
同时现在的趋势也是政府的操作透明化government proceeding，例如世界贸易组织的一个基本原则就是“透明度原则”*（transparency）
特别是要求政府的操作，而避免“暗箱操作”（under table dealing）,来避免corruption, 有一句话叫“阳光是最好的防腐剂”，还有一句话叫“绝对的权力导致绝对的腐败”（当然在这个问题上，肯定要分轻重缓急的，向国家安全机密市不能泄露的）
