86Some people believethat government officials must carry out the will of the

people they serve.Others believe that officials should base their decisions on

their own judgment.

There are twopoint of views which are opposite: government officials should obedient thewill of people they serve; official should make decision themselves via theirjudgment. Those opinions which I think are unilateral should be combined tomake the political things better.

Primarily, Governmentofficials need to listen to the voice of ordinary people who they serve asmasters to make their work better and have more achievements. Citizens, peoplegovernment officials serve, who have the right to determine servants they want.That is to say government officials must satisfy citizens they serve or theywill be fired. And the ultimate goal of government officials is to provide ahigh level living condition to their citizens.

In the ancient Greece, the government officials of a cityalways made decisions in term of the discussion with all citizens, which waymade the Greece most civilizational country in that period time. Officials dotheir work with the assistant of their citizens, which make things easier andcountry harmonious. So follow the will of citizens is the primary limitation ofthe government officials’ work.

Then, it isimpossible for all the people to participate in the work of government. On onehand, people in large amount participating politic work cost much. Americanpresidential election for example, every election year costs much money, whichtrend to increase, up to 350 million dollars in the election of Obama. On theother hand, it is no need to make every decision vie the discussion with allcitizens. The mission of officials is to do some small things by themselveswith the trust of citizens. Our trust becomes those officials, who representthe will of us, and do most of the politic things with their own judgmentwithout our permission. It is the most efficient way which proved to be true bythe river of time that achieves the wealth and development.

There is nodoubt that government officials help citizens a lot vie do most politic thingsinstead of us which makes us free to do things we like and have more personaltime. Only when it happens to make a magnificent decision do we need to participatein the discussion. It is the common phenomenon that most country use representativesystem which make things easier and efficient.

To summarize,it is most efficient way to combine the will of people and the judgment ofofficials which free citizens from complicated politic things and make countrybetter. It is partial to emphasize the importance of only one part which can’tmeet the demand of development. So let official and common people work togetherto make the country better.

Argument7

This speaker concludes that Monarchshould open a café in its store to attract customers and compete with RegalBooks which opened its own café recently. That is not necessary true, as peopleare tired of this kind of economical pattern. Although it the need ofcustomers, but is not the proper way to attract customers and make the benefitlargest in the end.

First of all, there are plenty idealsthat attract customers’ attention. People today disgust
the old ideas especially the one which havebeen used by others before and they want something new which give them someconcept fresh. Apple for example, which company give the new conception tocustomer as the biggest sales point which has gain the most profits that otherelectronic company can’t reach and imagine. If Monarch Books follows thepattern its rival used before and its customers will lose the belief thatMonarch Books is the best because what they can do is nothing but copy, follow.They are prefer to see something new happens in this place where are used togo, only when it can provide what they want.

Additionally, the speaker recommendthat Monarch Books should discontinue the children’s book section because theless popular of it in age under ten. This is the mistake which will lose theadvantage of Monarch Books, which advantage makes Monarch Books known bycustomers and takes a good reputation to Monarch Books. Though it seems that itis useless to have children’ book section and it is more attractive to have a café,but what children’s book section takes to Monarch means much more than café’s.For the reputation is much more important than the idea copy from its rival.

Finally, the speakers underestimate theimportance of the reputation of Monarch Books which is useful and profit. Itcan make use of the large customer base. Decorating the old store and make itmore comfortable for customer ,though what convey the conception that it keepup with the time and it is the store with the nice reputation as is was. Andthey can provide some electronic book in children’s book section which can makeup the lack of interest of age under ten. As to the café , it doesn’t necessaryto have a specialized place to provide café, and they can provide café outsidethe store and make the store more a book store than a place just likeStarbucks. So the speaker’s argument is not that significant and far-sight asit thought to be.

Argument 7
        In this argument, the Board of Directors recommends that Monarch Books open a café in its store. The author concludes that Monarch Books has a large customer base which accumulates for more twenty years, and should open a café in the place where used to be children’s book section to attract more customers. And the reason why the author choose the children’s book section as the place to set a café is that the less popular of the children’s book. In additional, the idea to have a café has been used by their rival, Regal Books. All of those have much to be discussed before it comes to the truth.
        To begin with, it is controversial to open a café to attract customers, for there are much more new ideas that more attractive than café, the used idea. Online sales for example, they can offer online sales to show the modernization of the book store with long history in order to attract those people prefer buy goods online. And the online sales tend to be booming in the recent years. There are so many ideas just like online sales are available. So the author should tell the benefit café takes to Monarch Books specifically.
And the decline in the percentage of the population under age ten doesn’t means it is unimportant and dispensable. What if a baby-booming or a reading revolution happens? It will lose this market. In addition, the decline happens in children’s book section. However the author recommends set a café instead of this section, which does nothing to reduce the decline of sales but does harm to the reputation for its wide selection of books. Children under age ten has big amount potential customers who don’t worry about money. That is to say, they will abandon the big potential customers to cater the unknown customers. This kind of action is of no reason.
Moreover, it isn’t clear that if Regal Books become the biggest rival and competitive via café. There is no explanation for the necessary to the café. There is no specific evidence to prove the café is of great importance to take the place of children’s book section.
In sum, the author doesn’t give a recommendation without the prove of feasibility, just concludes from its rival’s activity, which I think has much to discuss and improve.
