Some people hold that nations should suspend government funding for the arts when significant numbers of their citizens are hungry or unemployed. The former statement leans upon the belief that it is inappropriate- and, perhaps, even cruel- to use public resources to fund the arts when people's basic needs are not being met. I couldn't agree more with this oppinion in that it not only show high esteem of human rights, but also take public stability into consideration.

Primarily, the right to survive is the basic right of human beings.According to Abraham Maslow, an American Social Psychologist, the desire for food, belonging to the physical needs, is at the bottom of the requirements pyramid, while art to artists,as well as to others in the society, is kind of spiritual needs that is seated at a higher level in the requirement pyramid.therefore, solving the problem of starvation and unemployment have a non-controversial higher priority than art funding. Can you image the scene in which a little boy is dying beside you and what you do is just buy a violin and play a sad song for him? So it is cruel to use public resource to fund the arts when people's basic needs are not being met.

On the other hand, people's basic needs,if remain met for some time, often cause a series of social problems,therefore leave an inappropriate environment for art. Under the pression of living, people are forced to steal, to rob and even to rebel.More over, starvation and umemployment will result in high crime and trigger social unrest and instability, which will disturb and even destroy art creation. It is for this reason that differs from the artistic efflorescence  in Europe and Ameriaca, these is no recent artistic achievement in Cenral Africa. So we come to the conclusion that it is inappropriate to fund the arts when people's basic needs are not being met.

We have to admit that art not only contributes a lot to the human society ,but plays an irreplaceable role in inspiring people to work through adversity as well.What's more, nation is one of the most important sources of finance. Yet art can be funded in other ways.Artists can seek help from individuals and organizations that appreciate their works.In addtion, although the nation stops funding art, it is still it's responsibility to take care of art and to encourage people to create art works.

In conclusion, I concede art is very important in human society. However, it is still inappropriate- and, perhaps, even cruel- to use public resources to fund the arts when people's basic needs are not being met.
