阅读疑惑：伊斯兰法律篇 花儿姐姐的说法对么？

这篇算是经典了。花儿姐姐也有解读，但是我也有我的疑问。（原文太长，贴在后面，先讨论题目）
问题出在这一问：
It can be inferred from the passage that the
application of Islamic law in Islamic states has
(A) systematically been opposed by groups who
believe it is contrary to their interests
(B) suffered irreparably from the lack of firm
institutional backing
(C) frequently been at odds with the legal
activity of government institutions
(D) remained unaffected by the political forces
operating alongside it
(E) benefited from the fact that it never
experienced a direct confrontation with
the state
花儿姐姐选C，说是跟原文最后一句对应“There merely existed discordance between application of the sacred law and many of the regulations framed by Islamic states; this antagonism varied according to place and time.”
但是这里有两个问题：1，选项中的“the legal activity of government institutions”显然比原文中的“many of the regulations framed by Islamic states”宽泛很多。2，选项中的“frequently”显然在面对原文最后一句“this antagonism varied according to place and time.”时，显然太过武断了。
我选的是B。花儿姐姐的解释是“选项B，不可避免的遭受缺乏firm institution支持的苦处，不对。”这显然忽略了原文最后一段中的“Islamic law, on the other hand, was never supported by an organized institution;”另外有朋友说B项中的“suffered”和“irreparably”是极端词，所以不选。但是原文中有“never supported”这应该显得并不极端。恳请朋友们指点

又读了一遍，觉得你说的逻辑等价很有意义。原文我会定位到“There merely existed discordance between application of the sacred law and many of the regulations framed by Islamic states”。想知道merely这里与问题中的frequently等价不？

又仔细看了一下这道题。现在的思路是这样的（觉得比花儿姐姐说得好，嘿嘿）：
1，这是一道定位题，关键在于找到定位词。题干问的是“the application of Islamic law”，那么就应该定位到“There merely existed discordance between application of the sacred law and many of the regulations framed by Islamic states; this antagonism varied according to place and time.”
2，迷惑性最大的选项B错在它讲的是“law” instead of "the application of Islamic law"。这是很微妙的区别。
有的时候这种题关键是要找好定位词，问“骑马”就不要去找关于“马”的答案。
