我怎么看都觉得E是对的啊==之前就稳定下来了，不就说明这个其实没有起到相应的效果么==不久反驳了F的说法么
而D选项，大量的失业人离开了不能说明什么啊==离开得多了，数据还不一定是稳定的，说不定还减少了也可能的吧……

            F:失业率政策实施之前，一直在增长，实施后不变了=>政策有用
D项，是攻击了F推理的逻辑漏洞，即变化率的比较要保证基数不变，而有大量失业人员离开，则F的推理明显被weaken。
E项，relatively stable until shortly before the current government took office.
relatively stable 并不等于not changed，并且shortly before意在强调政策的作用，很难说是很好的weaken。
