首先不是高人
这道题是从这个角度理解的
如果外科手术方法本身有问题,而不是外科医生技术有问题
也就是同一批外科医生做两种手术
老手术方案和新手术方案比较
新外科手术方法导致了各种并发症的出现
那么就要实施临床试验了

题里面的argument和point是：
因为药和手术在某方面（药不依赖于外因，手术依赖于医生的技术）不同，所以药应做临床试验而手术不要临床试验。
只要答案里面提出其他原因证明手术需要临床试验即可。
