while the prime Minister‘s long-standing reputation for （centralizing）political power may（raise doubts about）his recently stated willingness to devolve real power to regional assemblies and local government ，it certainly not（ allow ）his doing it。

请问大神 这里的转折是程度的转折吗？开始是doubts 后面是certainly

转折在while。
although A may raise doubt about B, A does not (stop) B.虽然令人怀疑，但事情就是发生了。
你的第三空是不是有问题，应该是类似stop, prevent之类的吧

Annies是一种病的名称吧，如果是个人名句子都不通
