TOPIC: ARGUMENT109 - The following appeared in a letter to the editor of the Maple City newspaper.

"Twenty years ago Pine City established strict laws designed to limit the number of new buildings that could be constructed in the city. Since that time the average housing prices in Pine City have increased considerably. Chestnut City, which is about the same size as Pine City, has over the past twenty years experienced an increase in average housing prices similar to Pine City, but Chestnut City never established any laws that limit new building construction. So it is clear that laws limiting new construction have no effect on average housing prices. So if Maple City were to establish strict laws that limit new building construction, these laws will have no effect on average housing prices."
WORDS: 479          TIME: N/A        DATE: 2007-3-5

The author draws astonishing conclusions based on several steps of logical confusing inferences. In the following details I will discuss these flaws one by one.

A threshold problem with the argument is that the author assumes that the laws limiting new constructions have no effect on average housing prices but fails to prove it merely thorough some insufficient facts of the housing business trends in the two cities. Besides the laws and the size of the city, the prices of the houses can be influenced by various kinds of other factors. As for the Chestnut City, it may be the capital of a historical empire, so highly probably under the majority part of the land in the city buried precious treasures or relics like tombs left by former generations, which may make it extremely difficult to find a proper district to execute large building construction in the urban. In such cases, the new houses in Chestnut City will obviously increase at a very low rate regardless whether the laws have been established or not, and therefore, the rare new houses can easily sell well.

In terms of Pine City, however, the situation may be fundamentally different. It is entirely possible that the economy of this metropolis is very prosperous and the local residents are always eager to purchasing new houses. If there are not other natural factors like the underground conditions which may prohibit the constructions, the laws may seriously limit the numbers of the new buildings, which later leads to a steadily increasing prices. Just as mentioned in these two passages, the author fails to take those different potential factors in the two cities which are also essentially related to the housing business into deliberation. Without ruling out such differences, although the price trends in the two cities are similar, the author cannot assert that the existence of the laws does not contribute to the fluctuation of the housing prices.

For the same reason, when it comes to the Maple City, whether the establishment of such laws will affect average housing prices remains unknown unless a further investigation of Maple City is conducted. If the Maple City has the similar conditions as the Chestnut City, it is highly probably that the housing prices in Maple City will multiply immediately. On the other hand, if the Maple City is a impoverish district that hardly can its residents afford new houses, such laws may further diminish the prosperity of the housing business in the eyes of those housing construction companies. Once those companies give Maple City up, the depressed housing market may directly lead to a significant descent of housing prices. All these possible aftereffects of the establishment of the laws counter the assertion of the author.

In summary, the author cannot assert the effect of the laws which limit the new constructions in any city without a further investigation.

In summary, the author cannot assert the effect of the laws which limit the new constructions in any city without a further investigation.

The author draws astonishing conclusions based on several steps of logical confusing inferences. In the following details I will discuss these flaws one by one.(呼,信手拈来也有惊人之词啊...astonishing...

In such cases, the new houses in Chestnut City will obviously increase at a very low rate regardless whether the laws have been established or not, and therefore, the rare new houses can easily sell(??

In summary, the author cannot assert the effect of the laws which limit the new constructions in any city without a further investigation.

LAW AFFECT BOTH TWO CITES.
