I just happened to find this link about the policy change. There's a 15-day "grace" period from April 2 to April 17. In my understanding, You could still send your material to the previous office.
My suggestion is, Send the link above to the ISO adviser and do what they suggest you to do.
Today I went to ask advisor again if they have mailed my file to USCIS and if possible I wanted to add my marriage certificate into my file. She said she handled cases for nearly 5years and never asked to use that certificate. She called another advisor to confirm it. She said if I am very young, I really need marriage certificate to prove the real marriage. Otherwise, it will be fine.
I'm still not sure about that...I can do nothing more now.. they have mailed my file to VT last Friday...

I suggest you not to go back china then come back then change status, becuase USCIS may reject you because they think you have already decided to enter a university while you are in china, which means you should not use the F-2 to enter US and then change status.
I think you can change status now or if you really want to go back china before new semester and your major is not sensitive, you can issue a visa in mexico or canada.
