题目:ARGUMENT17 - The following appeared in a letter to the editor of the Walnut Grove town newspaper.
"Walnut Grove's town council has advocated switching from EZ Disposal (which has had the contract for trash collection services in Walnut Grove for the past ten years) to ABC Waste, because EZ recently raised its monthly fee from $2,000 to $2,500 a month, whereas ABC's fee is still $2,000. But the town council is mistaken; we should continue using EZ. EZ collects trash twice a week, while ABC collects only once. Moreover, EZ-which, like ABC, currently has a fleet of 20 trucks-has ordered additional trucks. Finally, EZ provides exceptional service: 80 percent of respondents to last year's town survey agreed that they were 'satisfied' with EZ's performance."

In this argument, the author concludes that the town should continue using EZ to collect their trash rather than use ABC instead, in spite of the fact that EZ recently raised its monthly fee to $2,000 while ABC's fee is still $2,000. However, this argument is not well developed and therefore the author's suggestion is unacceptable.
The author based his assumption that EZ will work better than ABC on the fact that ABC only collect trash once a week but EZ do it twice a week. However, it is possible that the amount of trash in the town is so little that once a week is enough. Or, ABC works more effectively than EZ, so it can keep the town as clean as EZ can do by collect trash only once a week. If so, the author' s assumption is open to doubt.
Furthermore, the author indicates that EZ, which has the same number of trucks as ABC, has ordered additional trucks. Nevertheless, commonsense tells us that to order is one thing, to buy is another thing. Perhaps, EZ will not buy the trucks the has ordered at last. What is more, the author provides no information about the conditions, sizes and usages of the trucks of these two company, nor do he tell us how many trucks EZ will buy. It is entirely possible that the trucks now in ABC are much larger and superior than that of EZ as well as the ones that EZ has ordered. It is also possible that EZ will only buy two or three trucks. If this is the case, even EZ finally buy the additional trucks, ABC may still have an advantage on trucks. Moreover, maybe we can not assess their service by comparing their trucks, because surplus trucks can do nothing to improve service, if no additional trucks are needed.
Another problem with the argument involves the unreliable survey. First, we are not informed how this survey is designed and conducted, and therefore can not assess the validity of it. What if the survey offers only three options: 'extremely satisfied', 'very satisfied', and 'satisfied'? If so, 'satisfied' amount to 'unsatisfied' . Secondly, we are not sure if the respondents of this survey can represent the opinion of all the residents in the town as a whole. It is possible that the majority of the respondents are those who were satisfied with EZ, but those who were not satisfied did not reply for the survey. Thirdly, even assuming that this survey can really present the idea of all the citizen on the town as a whole, we can not rule out the possibility that ABC actually has the ability to make residents more satisfied.
For all these reasons, this argument is unconvincing as it stands. To better support it, the author should offer evidence to prove that EZ can make the town more clean than ABC by collect trash two times a week, and it will but the trucks it has ordered and these trucks will help it to work more effective than ABC. In addition, he should offer more information about the survey to make us believe that its result is credible and representative.
