82. Government should never censor the artistic works or historical displays that a museum wishes to exhibit

There are many opportunities for us to visit museums to appreciate the works of greater or less known artists and sometimes we also can see the displays of our history. In attending to such exhibitions we feel quite astonished at the marvelous artistic works and the truth of our history. These display may strike our spirits, inspire our interest, we unstintingly give our admiration to these artists and those people who have preserved the materials for our fellowmen.

However we have to face such facts that all these works displayed before us may have been censored by the government before we are allowed to visit. Is this censorship right? I think this censorship is necessary but should not be abused. Due to the differences in culture and history the artistic works which gain great honor in one country may be obstructed for open displays in another country. Why does this happen? The government of the other country may explain to the public that these works are notorious and may harm the ethics and ethos of the whole nation. It is often that we can see such news that some artists who exhibit their arts by only with naked body. These exhibitions are even inhibited in the advanced and democratic nations where people have more freedom to express their thoughts and spirits. These forbiddances arise from that the arts are too radical to be accepted by the governments. Any arts should not be too radical and harm the emotion and the traditional ethic of the majority.

As for the historical displays, however, they should be as true as possible before us. After the Second World War there are many individuals and civil groups in Japan expressing their apologies for their brutalities they have imposed to other Asian nations. They display many photos and documents and even private notebooks in museums as apocalypses for the public. But the Japanese government exerts their influence on preventing any effort that present some documents kept secretive in the Japanese National Archives. Many historical documents are secluded from the public. The postwar government denies the brutalities and deceives the community with the alibi that Japan set forth such a war as to bring prosperities to its neighboring nations. These denials arouse endless indignation in other Asian nations. They condemn the Japanese ostrich’s policy and insist that the Japanese government should face up with the history and prevent the more and more right-wing actions in Japan. In Germany the postwar government acknowledges the brutalities in the Second World War, apologizes to his European neighboring governments and even amends for the families of the victims in the war. There are seldom limits to the exhibitions on the themes of the Second World War. All these actions regain the German government new confidence from other countries and the government now reconcile with their neighbors.

Censorship on artistic works or historical displays should vary according to the nature of these displays. For artistic works not only the radical ones but other works that may impose worse effects on the societies should be occluded from ordinary people. Limits to these works should be critical. But to historical displays we should ensure these works open to the public in order to caveat the following generations. We can learn from history because it can direct our action and teach us not to perpetrate the same error.
