Government exists to service people, to benefit their life and create a better living condition. There are many informations opened to strengthen interactive communication between government and public. Yet some of them are necessary and even desirable to be withheld.
White lies are government's policies to protect its people and society from being annoyed. This is particularly revealed from two aspects: finance and nation defense, both of which are essential to keep a harmonious society. Finance represents a nation's real power, its stability insures a safe and peace surrounding. When the economical crisis appeared since last year, many large companies and banks applied bankruptcy and a big amount of people lost their job. During this whole process ,Obama government has been always claiming a confidence to the economical situation even though the GM applied to bankrupt protection and unemployment rate is continuously soaring. This kind of lie is necessary  because public is easy to be frightened if the economical safety cannot be assured, which always leads to an even worse situation than to make a white lie.
As to nation defense ,everyone have understood that  it is the most essential part for a country, since a strong one can protect a nation from invading and military menance. Only this prerequisite being assured ,can a country develops in a healthy and stable way, so each of the official has the responsibility to keep those information secret. In this case, public can also understand the situation and treat it as a common issue.On the contrary, excessive disclosure of nation defense information may result the suspective and aggressive mood among public. Recently, North Koera insists on progressing the nuclear weapons' experiment, which is not only condemned by other countries for the disturbing suspection it brings to the world, but also improves a radical mood among its citizens with a blindly patriotism in North Korea.
Therefore,the reasonable and not intentional concealment can be accepted. But some special or even malicious purpose, self profit or power, for example, should be definitely avoided. Don't forget the basic significance of government:service public and then impels society improvement.  A transparent political and active communication system are the most efficient way to improve its ability of being in power.
People have the right to know what the government they choose has done to benefit their real interest and daily life, or to hurt their profits. Their living conditions are eager to be improved by new policies. A new healthy system is needed to help everyone enjoys a healthy life, a well established transportation system makes the traffic easy and a colorful entertainment surrounding offers them a relax atmosphere in such a competitive society. All of these have been done or not by their trust government are concerned by public, because it is the reason they choose the present government to replace the former. On the contrary Government is the one who accepts the supervision to amend its policies and to meet its people's needs. Exchanging of information supplies just a perfect opportunity of communication.
If government chooses to conceal the information regardless the demand of public, a malicious opportunity will be used for an evil purpose.When some banks applied bankruptcy, rumors disseminated rapidly by some people who can gain profits from the mass which are called run on a bank, until then, it will be too late for government to open their mouth because the dread have rooted in people's heart.
Above all, moderate communication between government  and public is absolutely important for a country to sustain a stable and harmonious atmosphere.

Not only the education is the most essential thing to cultivate the youth, who are actuallt the dominant of our society, but a high level can be adapt to the rapid developing society. Teachers are required to study outside the school to instruct in practical way, with a prerequisite that hold proficient control of the courses they teach.

What is a high level education? High scores? Conducts of language or something else? I will definate it as a perfect way of instructing knowledge and associating it closely with the reality.  Via this, students will be impressed with the knowledge in a vivid and efficient way.That requires teachers hold not only the proficient specialized knowledge but the experence they obtain from working outside.

The foundation is always that a proferssor in university should study their specialized field profoundly, which can insure the knowledge they instruct is those students have not obtained before. Remember, the first task of teachers are teaching and enlighten. Students always have multifarious questions to ask and hold many creative ideas in their mind which need to be solved anxiously. However, their knowledge systems are not mature enough, and the most commo way is turn to teachers for help.  In this case, a superficial one who can never answer the questions will be inquried instead of earning respect.

But in today's university, there are amount of experieced but impractical teachers, who cannot meet the present needs since they devote almost all of their life to research but never put the thoeries into practice. Students then feel confused because of the amount of abstract knowledge. How can it be effective under such circumstance? And what can be done to solve this problem? Obviously.better for the doer to undo what he has done; Let him who tied the bell.

Faculty should be required to spend time working outside to obtain more experiences relate to their courses, and put their theories are testified thousand of times in library into pratice to have a real test. University is a place to show student an academic world, not another place repeat the rote learning style like second school. In high school, students are always required to follow the steps of teachers and just just remember what the teachers instruct. Less innovation and less communication. But as an advanced insititution which provides more specialized and abstract knowledge, teachers in universities need to be not only more proficient but experieced and practical enough to offer another legend academic world to their students. Obtaining experience can definitely help them understand their fields deeper and wider. Simultaneously, reality is the very beacon points the right direct. A physicist impressed with the menchanism of a mechine can instruct more vivid and clearer to students, which also help students to feel the truth and keep the curiousity. Moreover, practice is an excellent opportunity to testify the feasibility of theories. Like a economic theory cannot be certified useful until is utilized to deal with real problem. Unfortunately. most of them are often testied useful only in books. Thus it is a perfect method to purify the knowledge system.

Therefore, according to the advantages and disadvantage of working outside, we can conclude that working outside is an excellent way to develop a better education system, from which students obtain knowledge efficiently and impressively.

The statement seems round to claim that the same honor code will be useful because of its testified utilization in Grovetom's. But the fact is the claim is not grounded to present a perfect reason to show that the same system can be effective and prevent students from cheating.

First of all. Groventon's honor is executed by calling for students not to cheat. But can it be useful under a circumstance that the cheating phenomenon has being so serious? Can the promise made by students be truly , or just indulge a worse consequence by giving an even more convenient condition to cheat? As everybody knows, score has been the most essential standard to weigh the ability of a student, which may directly relates to scholarship and the graduation, all of them will try best to improve the score level, via either studying hard or cheating. More investigations which focus on the merit value of students need to be conducted, since the major reason of cheating is morality.

Secondly, the statistic shows that the number of cheating has been decreased from thirty cases to twenty-one then to fourteen. Obviously, the author treats this declination as a good consequence of the honor code, but is it really true? The statement mentioned that the teachers are used to be the monitor of the cheat, which is quite close, but under such a close monitor the cheating cannot be avoided, can we just conclude that the promise can be trusted? Maybe students who promise the honor code but conceal the real phenomenon of the cheating, if they establish a good 'cooperation' among themselves, the cheating will not be revealed and the statistics apparently decreased. Statistic can be a reference, but as a evident, it should be investigated deeper and closer.

Moreover, the survey can actually insure nothing. What the scale of it? Can be assured authentic? And the most important point is can the promise can be trusted? If the students among which the survey conducted are those outstanding ones, the answer is definitely yes, since they have never cheated before, not mention to infringe the regulation after such a honor code. On the contrary ,if it is another part of the students, the answer should not be trusted, either, since this kind of promise is not that trustworthy. Therefore, there should be provided more information about the survey to strengthen the persuasion.

In sum, the whole statement are sound reasonable but lacks the basic evidence to support its point be cogent, because the most essential part of this phenomenon--the morality of students can never be assured. Therefore many other elements need to be added and more details presented to certify the positive consequence of the honor code.

The responsibility of a leader is to protect his people and society. Sometimes it is beneficial to withhold information from the public. But most of the time, an effective leader needs to communicate with his citizens to prevent negative effect and strengthen cohesion among the public.

When the economic crisis has come around since last year, plenty of industries and banks have bankrupted, innumerate people lost their job and earned a living through government aid. Obama, as the president of American, with the leaders of other countries claims the confidence of the world economy, says: ‘we have noticed a glimmer light of the economy’, even though the GM, one of the biggest automation makers in US, filed for bankruptcy protection and the unemployment rate is still soaring. What a leader should do during such a crisis is to protect his people from being involved in a panic surrounding and show them a bright future by withholding some information.  Even that means he has to conceal some statistics and truth of the crucial reality.

If the purpose is positive and beneficial for public and society, the white lie might be forgotten, but when it turns to the private profit, the fact is thoroughly different. As every body knows that leaders are always fight for the power stealthily, which result an ineffective government , then an ineffective society. One of the most representative conductions is the corruption, one of the most detrimental influences, is always conducted stealthily and the whole process is so-called confidential. Perfect disguise prevents public from understanding their truly liable leader. This kind of concealment definitely weakens the trust between public and its leader and should be prohibited completely.

Besides moderate concealment of the information, a leader should also pay attention to the communication with the public. Sometimes an inspiring speech can help him to establish a perfect relationship with public and strengthen the cohesion. Especially when a nation has been bogged down into a plight, it is necessary and obligatory to inform the public what had happened of their nation and what should be done to protect it. People have the right to understand the situation in which their nation involved, and that is the responsibility of a leader to open the news on time and convoke the public to fight together for the peace and justice .For example, China had experienced a nightmare few decades ago, people's life suffered from an immense disaster because of the war. Burned houses, crucial massacres, all of these are thorough damage to China. And it was Chairman Mao who aroused each of the Chinese and led them to fight against the unjust war. He analyzed the circumstance and showed it to public to let them realize the serious situation that all Chinese need to face, that’s why the solidarity and triumph could be ultimately obtained . Individual consist the indispensable part of a nation and each of them has the right to understand and dedicate for it. Under such circumstance, a competent leader is the best choice to inform and lead the public dues to his outstanding ability and broadly influence.

To sum up, a leader has to remember the basic responsibility he or she takes, that is to protect the people and nation. Dealing with the information depends on his ability of maneuvering the situation and his original purpose is beneficial or detrimental as the servant of people. The best method is withholding the information moderately and sharing them with public when it helps the social improvement

Issue107：实时通信系统促使人们匆忙决定并快速做出反应，而不是花时间得出一个仔细思考，合情合理的观点
A实时通信系统是什么~有什么优点：improve efficiency; make people’s life more convenient; universal, can be utilized by everyone
B但是这种及时交流并不阻碍思考。1.一个人再完善再充分的论述都有可能被一个质疑所推翻；2.再合情合理的观点最终还是要以互相交流的方式决定，还是需要实时通信，而且互相交流的思考过程更开阔。
C不但不阻碍反而可以促进：1.便于及时展开brainstorm，促进信息交流，这也是一个思考的过程；2.可以及时改进，节省不必要的时间和精力3.加强双方合作
D但是不能什么都靠实时通信解决，较为正式的书面交流还是要用书信，email等
E在合理运用的条件下，实时通信系统更有效

A生活是新的，思想是新的，要提高自己就要不断的学习新知识提高自己。
B但过去永远都是现在努力的基础，1.过去是借鉴，以作为改进完善的前提 例子：Rice对于穆斯林的政策失败，Obama以其为鉴重新尝试2.过去是现在发展的基础，现代医学是从前人的研究成果中一步步发展起来的；3.过去的失败是警戒4.过去的成功是动力
C对个人来说，过去就是一个人的成长历程。

与其相似的：issue54历史只不过告诉我们这样一个道理：理解过去并不能帮人们对目前的事情作出决定
A历史不能直接对现在的事情起决定作用，因为社会是不断在进步的，按部就班只能导致失败
B但是这并不意味着过去与现在毫无联系。所有事情之间都是有前因后果的。历史就是现在的因，现在就是历史的果。
