To shoulder(shouldering，“肩负着XXX目标和使命”) the great responsibility and achieve the sublime goals, an effective leader who is among the most prominent individuals in their period must possess the best characteristics. Based on this claim, it is often asserted that a public official must maintain the highest ethical and moral standards. I agree with it partly as the fundamental morality and ethic is indispensible(indispensable??) for everyone especially the one who influences( 或may has an influence on 更好一点) other's lives, however,(. However,) it is impossible and unnecessary for any person to maintain the highest standards. （开头的从每个人都因具备到领导者更应具备的递进感觉很好）

It is true that with high level of morality and ethic, the leader is easier to be trusted by his civilians(to gain trust from his civilians) and accomplish his political or economic ideas as he plans. Now that the high standard of morality is what we respect and accolade, for(. For) instance, a political leader with that will diminish the distrust between him and his civilians who he depends on and works for, and a economic leader (such as a CEO in company) with that can make(ensure) the trade more reliable by his good credit. On the other hand(On the contrary), a leader lacking fundamental ethics can be dangerous and threatening, especially when he is competent enough(full of power). Thinking of Adolf Hitler, who is a(an) effective leader simply in term(terms) of managing Germany and waging a war, but(删除) is infamous(notorious) at all because of his lack of basic principles about humanity. In a word, high standard of morality and ethic contributes to a more effective leader and should be pursued by everyone.
(这里需要注意，Hitler实际上已经获得了德国人民的信任，甚至是狂热的崇拜，与你段首想表达的没有道德就不会容易得到人民的信任有些出入。是否可以让步一下，even if 得到了人民的信任，如果没有morality and ethos，还是会失败。)

However, there are still distinct differences between morality and effective leadership which cannot be ignored. The basic elements compose(composing) an effective leader is not only morality and ethic but also many other factors such as competence in managing complicated affairs, full of energy(应该换成一个名词词组), outstanding intellect, etc. In most cases, these kinds of ability mentioned above are given precedence over the morality when talking about great leaders. And obviously, more often than on ethics, leaders depend more on these personalities to deal with complex affairs and interrelation with others. It is probably a failure to elect a leader as Confucius who represents a high standard of morality but lacks some competence which is necessary to manage a country. Therefore in my view, for a leader or someone who wants to be one(???), it is more important to improve himself on some basic competence accompanying with the fundamental virtue and basic principles.

Since nobody is perfect, some moral flaws which are not so deadly cannot prevent one from being an effective leader with flowers and applause. No one can deny that Martin Luther King was a great leader of black people despite of his scandals. No one can neglect that F.D.Roosevelt saved America from The Great Depression and The World War Two despite of his extramarital love. Great individuals cannot avoid making small mistakes sometimes either. Now that we agree to judge a man all sidedly(??) and objectively by considering all his achievements and faults, it is unfair to require everyone including effective leaders to be a model in every aspect. Just because of their mistakes(删除), they are indeed human beings. Therefore, even with some moral flaws or mistakes, one can be an effective leader according to what he does for people and the society. (Martin Luther King和Roosevelt的例子都很经典)

To sum up, maintaining the highest ethical and moral standards surely helps a leader to be a more effective and trusty one, however（however在句中的话等于no matter how“无论如何“吧，而不是作为”但是“的转折）
we should not label it as a precondition. Besides the fundamental morality and ethic, many important abilities should be emphasized as well.

观点、构思、结构都没有问题，语言上有些表达比较生硬。我的文章也有很多这样的问题。。。另外有一些标点和拼写上的错误。。。
