        The speaker concluded that the highest ethical and moral standard is a must for an effective leader. This conclusion may be right in some degree. However, in my view, while it is impossible that one can be a respectable leader without ethic or morality, to truly be effective, the administration skills is obligatory.
        I concede that necessarily through maintain a high ethical and moral standards can a public official turn to be a respectable leader, who can win over the trust of his people. After all, without the public credibility, a leader can hardly get his governing philosophy passed and widely spread, even result in forced resignation. The Watergate and Clinton-Lewinsky scandals are two negative examples, while Gandhi as the positive one, to illustrate the indispensability of ethic and morality for a leader, especially in the field of politics.
        However, the ethic and moral are needed but not sufficient.  It is obligatory that a leader solves piles of public problems effectively by using administration skills which can lead to an efficient operation of the department. After all, the relationships, a leader have to face to, are so complex that it seems impossible to establish prestige only with the insistence of high ethic and morality.  As a typical instance, the skill of communication and speech, which may seems to be sophisticated at the first glance, is of the great importance for an effective leader. It is unimaginable that all the leaders tell everything too honestly and directly, just as the   highest morality asked. The widely use of communication skills shows that using administration skills to make his institution function smoothly is indispensable for a leader.   
      In addition, the administration skills may seem be conflict with the morality in some special situation, particularly in the field of business. Though this may not accord with highest ethical and moral standard, it is still acceptable if it can get the maximum of profits and didn’t endanger the interest of others. In a competitive environment, marketing skills between two companies, which often conflict with the highest standard of morality, is inevitable.         
      Without ethic or moral, a leader will lose the trust from the society. Without the administration skill, a leader will not handle the complex relationships among all sides. Accordingly, to be an effective leader, one must maintain the moral and the skill at the same time, and clearly know when and how to use them in order to get a satisfying condition.

语言还有结构都很规范啦，而且条理清晰，特别是最后一段，还是很有气势的~~不过有两处同此有点空，其实我懒的时候也会这样啦，呵呵~~再接再厉
