To begin with, we need an accurate definition to the word ’facts’. There are two kinds of events which could be considered as facts. One is the past event, while the other is what might happen in the future. I can agree the speaker’s claim insofar as when it comes to the former meaning. As to the latter, I would vote ‘no’ as someone said, Man proposes, God disposes.
