Any reasonable goal can't justify all the means taken to attain it, for there're things more valuable than the goal itself. The rightness of the goal can't be an excuse to reason the evil means. Also the judgment to the value of a goal is subjective, different people have different views. Thus, lacking unified standards will cause mess, if people regard it correct.
A beneficial goal can't justify the means to achieve it. Even if the goal will be conducive to human, people should consider whether the study will involve in some improper means to attain the goal For example, if a research goal is to create a new medicine which can cure the severe illness like AIDS, or cancer, however the scientists lack such live samples to do their experiment. They find some patients and do experiment on them which may result in further worse of their health condition in the study process. Can we say because their goal is noble, then such behaviors can be tolerated? Also if the scientists want to get the capitals for research, so they feign data to attract the investment from the government or the big companies who may consider their research is perspective according to the data they provide. It may be a real case that the scientists' success can benefit people or even whole human, but can we accept such behavior just for the goal? I guess most people will say no to it, for these actions are not moral and decent. Also if a politician wants to protect the country, then he limits civilians' freedom like supervising them, invading their home without permission or even put them into prison. It may really find some spies or punish evildoers and have better control on the whole country, but can we see such means is acceptable even if the goal is to protect the whole country?

In the movie English patient, the baron wants to come back to desert to save his lover's life. Then he makes a deal with his and his country's enemy, which cause huge damage and more death of his country. Though his goal is not wrong, his treason is still unforgivable for the vicious consequences it brings.
However, for people, goal is not the most important part in the process of moving forward. The thing more significant is the means that people take, which can bring people the enduring satisfaction. Before people take any means to attain their goal, they have to consider first whether is moral, correct. If such means would hurt others, they should abandon such methods. The value of a goal lies on that it can inspire the valuable emotions of people like honesty, loyalty, kindness in the process of pursuit. They hold the good goals and they are more concerned about other's happiness or even above the happiness of theirs.
Rules should be made to avoid some people take any means whether it will hurt others to attain their goal. Without roles and laws, it's hard for people to forbid the improper means. Effective rules will help the society become a well-organized one.
In sum, the benefit of the goal can never justify all means. For people, the development can’t attained by the loss of the noble morality.
