Whether a government should place few restrictions on scientific research and development or not is a controversial issue about national development. The speaker claims so in order to supply enough space for the scientific research. As a tentative reflection when finishing reading the statement, we need to discriminate the proposition systematically and completely. From a certain viewpoint, I partly agree that the government should not limit the researching on science. Only the research is totally a beneficiations to human beings without any hidden harm, can the assertion claimed by the speaker establish and truly bring positive influence to the scientific research. In my point of view, acute prejudice is a sufficient way to keep the research developing in a healthy way. Thus, a strong support with enough rational analysis is the right attitude towards scientific research for governments.

Strong support provided by the government is of great necessary to elevate the science research power for a country. At the researchers’ level, the agreement brought by the whole society is the solid basis for them to keep on investigating, and the commitment would be encouragement which broaden their thoughts and make them more creative. At the community level, research institute could gain much more financial and political aid. Government would place few restrictions and invest a large amount of money on scientific research. Also, laws will be unveiled in order to provide a hospitable circumstance of policies and stop the brain drain. Last but not least, at the future level, the government will definitely focusing more energy on the education because a continuous brain imported is the key for scientific research which is often a long project. The optimization of the education system will cultivate a large number potential elites in many academic fields, these future stars would be the main power for the research. The analysis clearly illustrates that few restrictions on scientific research is a requirement of developing the scientific research promptly and well.

However, no restriction on the issue will result in big mistake and unhappy consequences which people do not expect. Science and technology, which are always viewed as the gospel to most of people, could be harmful to human being in a certain aspect. The clone technology which faced to the human being s in spite of organ, can be a huge challenge to the ethical and moral discipline. Also, the great development of the internet is viewed as the chief criminal to laziness and loneliness of people who lived in the modern virtual world. Automobiles and other advanced technology such as elevator directly influenced the health condition of contemporary people. These examples clarify that some "advanced” science research is of potential harm to human beings. Government should judge the advantages and disadvantages rationally and determine to limit or not.

The sufficient solution to the issue is to strengthen the supervision and control over the scientific research. Although it is hard to judge and oversee one scientific issue whether it is beneficial or not in future, the government should combine any knowledge of all subjects related. In spite of placing no restriction unconditionally, we should confirm the profits of contemporary and prejudice the potential harm in future.

From the argumentation made above, I commit the optimal attitude and solution to the issue on how to accelerate the scientific research and development is to support research with rational forecast on the influence generated by the progress of science and technology in future.
