Generally, I agree with the assertion that government should place few restrictions on scientific activities unless all the scientists have the ability to avoid the influence of government which has power in all the aspects of the society. And it is absolutely impossible in any countries. On the contrary, the scientific research, but not all,
needs the support of government.
Granted, government should guarantee the freedom of the scientific activities. Any restriction on any field of study is unfair and disastrous to the society in some degree. For example, in the medieval age of Europe, the governments controlled by the Pop allowed the scientific study only related to Cathedra and only within the religious staff, which results in the cruel darkness for thousands of years leaving behind the average scientific and economical level of the world. In theory, science should keep away from politics, or it will lose the purity and independence and the goal to work for the human beings as a whole, and it is ashamed that science becomes the accessory of governments.
However, the assumption above is impossible, because the development of science needs the support from governments. At the sake of pushing the society and economy forward, the governments must support some kinds of scientific studies related closely to the security of a country and the development of a society. It is world-widely known that almost 30% of the federal budget in the USA in 2010 was spent on the military development. The advanced military technique of America will not get to such a high level that no country in the contemporary 0world could really compete with it. Another case is the NASA, which is a department of American government but stands for the globe in the field of aerospace.
At the same time, the governments must place restrictions on the scientific researches that are harmful to the well-being of its people. Maybe one will wonder what kind of scientific study is bad to us human. Realistically, it is the wrong and improper appliance of scientific result that affects the condition of society. For example, the nu-clear power used in weapon of mass-destruction is one of the scientific studies that should be forbidden. Hiroshima and Nagasaki have already been damaged by nu-clear weapon and for the sake of human right; no groups should place the harm to anyone any more.
In sum, considering the well-being of people and the prosperity of the society, some restrictions should be placed to the scientific researches.
