It is true that a city should carefully manage its budget and scrap unnecessary projects from its budget items. However, the author of the memo does not offer enough convincing evidences to demonstrate that the Grandview Symphony now could be financially independent and does not need government funding any more.

First of all, citing the fact that a worldwide renowned conductor has been hired to perform at the symphony last year, the author concludes that the conductor would attract more high-profile musicians hence more audiences are expected. However, it is only the author's own wishful thinking. We are not sure whether more famous artists would like to join the conductor as yet. Moreover, even if the conductor does have such charisma to bring in other famous artists, there is no evidences suggesting that the conductor would continue to perform at Grandview in the future. It is possible that the contract might soon expire and the conductor is unwilling to extend. Unless the author could demonstrate beyond doubt that the conductor would continue performing in Grandview and more famous artists would come due to his presence, we cannot justifiably conclude that the Grandview symphony would like to attract more audiences.

Additionally, even if the audiences would increase significantly due to the presence of many famous performer, we cannot conclude that it is feasible to raise the ticket prices. We cannot rule out the possibility that audiences are unwilling to pay higher ticket prices for Grandview symphony. In that case, such a price increase would inevitable keep many audiences from attending the symphony. Besides, the author also indicates that Grandview symphony has received more private contribution than before hence more profitable. However, we are not informed whether private contributions will continue to increase. It is entirely possible that during economic recession, the symphony might receive far fewer private contributions. In that case, the symphony would have a difficult time making ends meet. Therefore, to strengthen the argument, the author is well-advised to conduct a normed survey about people's attitudes toward price increase and offer conclusive evidences that private contributions would be maintained.

Last but not least, even if we can expect more famous performers to perform in Grandview and people would like to pay higher prices, we are not sure whether the symphony would not need government funding any more. Since the symphony has hired a number of famous performers, it is very likely that the payroll would skyrocket accordingly, which could cancel out its income for audiences. Without a detailed calculation about the budget, the author cannot justifiably claim that government should not continue to fund Grandview symphony.

In conclusion, it is easy to understand that municipal government should stop squandering its budget on unnecessary items, but the author fails to offer sufficient convincing evidences that Grandview symphony could stand on its own feet and is able to cover the cost without financial support.
