好吧我刚刚自己想明白了，这题出的觉得真好
批评者对未来发难，所以反驳者对未来做反驳，但是反驳者的证据是现今的，所以反驳成立的条件是现今预测未来，所以D是绝对合理的；
B 发难时间针对未来核电危害，反驳则应说明未来核电没那么危害，而B强调了煤油出现，说的是没有带来更多危害，反驳不直接。
大家觉得捏？？

我觉得文中只是比较了化石燃料和核燃料的危害程度，没有说一个减少，另一个就增加的意思
