这道题前半句的逻辑没有搞懂，主要问题在第一个空上面。虽然我选出来是B，因为我觉得A和C说的是一个意思，但是我依旧觉得这个空是一个表示national citizenship remain accessible to all but a privileged few。主要问题是第一句话整个没有太看明白是啥意思。
还请各位大牛帮忙解释

第一句话说fail to dispel （没有消除） the notion that AA are not quite American，说明黑人不是美国人这个notion还在，后文根据这个意思展开。
一空：relative protections of national citizenship remain elusive for all but a privileged few。national citizenship这东西对few适用但对其他就elusive，对应黑人不是美国人这个意思。
二空：disenfranchisement，对应黑人不是美国人这个意思。
三空：结合后面一起看，这个role是阐明exclusion的，黑人在被排斥的剧本里扮演了central的role，同样对应黑人不是美国人这意思。

谢谢！解释的好详细。但是我对all but有个疑问，all but不是almost吗，所以我误以为almost a privileged few，对一些有特权的人blank，所以一直纠结来着。不过现在好像有点sense，elusive for all，but （除了）a privileged few。
anyway真的感谢你的耐心指导！！！

all but只有在后面接形容词才是almost的意思，因为almost就是个副词起修饰形容词的作用。如果后面是名词，那就要分开看了，all表示所有人，but表示except的意思。
