答案解析说因为“which is predicated on dire predictions”，所以选择reluctant to acknowledge。
首先这里的dire predictions指的什么？
整句话的逻辑完全没有搞懂。。。而且第一空选择reluctant to acknowledge，为什么第三空选了个positive的选项？？？难道their mesage指代的并不是第一空后面的the fact？？？

1.第二空入手： lest this trend reverse itself —— 反烟的人最怕吸烟人数下降的趋势逆转，所以2空选 decrease那项
2.我是这么感觉的：anti党们喜欢夸大危害，夸大事态严重性，这样才能引起人们的注意和警惕，避免事情自己又变糟（trend reverse itself）。dire prediction 是指反烟这帮人对于吸烟人数可能恶化做出的预言；他们的话里对变得越来越好的现实避而不谈，是因为他们发现自己的话比现实本身对人们的影响更有效果（这种影响反映在trend reverse上 ）。
3.efficacious 是指有效的，你就当anti党的自嘲吧~

二楼的分析不错了，我补充下自己的看法。由their message is predicted on dire predictions和__than one rooted in reality（即第一空后的fact）可看出第二空是正向词，即烟民数量减少。然后因为lest this trend reverse itself，所以就是reluctant to acknowledge，然后第三空就很自然了，因为根据dire prediction会把很多烟民吓住，所以他们相信他们的信息会更有效

我之前以为massage对应的the fact。。。。完全乱掉了。。。
