"20 out of 900" means: 20 winners (of the full-ride scholarship) out of 900 applicants. It would not shock me if there were 900 people ED a law school for the full-ride reward.

Full-ride means all the tuition is waived.

Just got a reply from TLS, and it said that Wustl only accept 10 ED a year
I hate to admit it though it is actually quite obvious: getting admitted through ED into WUSTL is very unlikely for me.
