Title: "Many of the world's lesser-known languages are being lost as fewer and fewer people speak them. The governments of countries in which these languages are spoken should act to prevent such languages from becoming extinct."
Outline:
* The language is the vehicle of core widom of the culture that contributes to the cultural diversity of the world. So it is importnt for the government of a nation to keep balance between globalization and localization, and it is the government's responsibility to protect those endangered languages.
语言是文化核心智慧的载体, 不同文化的存在有助于保证世界文化的多样性, 而文化多样性已被证明是文明进步的推动力. 政府应在全球化和本土化之间保持平衡, 采取措施保护濒危语言.
* The government does not have to take full responsibility. And the protecin should not cause the fallback effect on modernization. The cooperative efforts from the government, the language community and specialists and NGOs are indispensable to the salvation.
但是保护工作不必是完全的政府行为, 语言保护的代价对某些发展中国家或欠发达国家来说是不可承受的. 并且保护措施不应造成现代化进程的倒退. 来自政府与族群, 语言学专家以及NGO等各方的合作是不可或缺的.

Nowadays it is not rare to read messages about the extinct language on the media. More and more languages are dying because of the increasingly reduction of use. At the same time more and more people turn to the languages popular in the process of globalization. The cultural diversity has been viewed as the propulsion of human civilization. As an unique member in the global village, it is thus very important for the government to maintain the balance between integration and localization for a better development of the nation in future.
The language endangerment results from the internal negative attitude of the original community or external forces such as economics and military. The internal attitude often has its external source, for example it may be caused by the broader communication and the currently established situation of cultures around the world. People may find that they have to learn certain languages if they want to join in the mainstream defined by the dominanting culture. Comparingly, their less-known mother language seems to be the cause of disadvantaged position and barrier to make progress. Based on this association, the indigenous parents may want their children to get started with another language that would promise them a better future, and this halt of intergenerational transmission is the beginning of the extinction。 Nothing appears unreasonable, especially in the globalization and modernization. However, it must be pointed out that no language deserves extinction. A language is basically functioned as communication method, and further more, it is to some extent the summation of unique history, knowledge and spirit of the culture after a longtime accumulation. Thus the extinction means not only the losing of an oral expression method but also the vanishing of a culture, and the fading of our cultural painting -- we lose another unique color to paint the future forever. Take a look at the scroll of the human history, the reference of the Greece to the Egypt, and of the Rome to the Greece, and of the Europe in Revival of Letters to the Byzantine Empire, these masterpieces of cultural color mixture have generated civilization progress. So, just like a flattened universe generates nothing, it is the cultural diversity that enables the development of our civilization, and any language extinction is the loss for all humanity。
Since it is an imperative need to maintain the vitality of those endangered languages, the governments of countries in which the communities using those language settled should take responsibility It's all worth it though this is indubitably an expensive task -- the action to prevent extinction and save culture of the communities could even eliminate part of the potential racialism conflict.(这里前面说保护语言要花费很大,但后面解释说这会消除种族冲突,感觉不太对) However the government is not supposed to take care of everything. To maintain or enhance the vitality of a language requires a mass of work on policy framework, financial initiative support and documentation recording and research. The cost of prevention is considerable, and even unaffordable to some less developed countries in Africa in which more dying languages can be found. Then, the community also has the responsibility to help itself with the economic support and guidance from the NGOs. Besides, the action should not only focus on the restriction of language learning and use in everyday life that may draw back the process of modernization, then academic and technical support from language professionals is the another pillar. In a word, the cooperative efforts from the government, the community, the specialist and NGOs and any other support will be the keys to the salvation.
In sum, as the vehicle of core cultural wisdom, each language has its irreplaceable significance in the cultural development, and the extinction of a language and consequent loss of cultural heritage are the loss of the world's diverse ecosystem. So it is the government's responsibility to take action to prevent the endangered languages becoming extinct. This costly salvage should be undertaken by the cooperation of the government, language community, language professionals and NGOs, as well as any other power that may be helpful to maintain the vitality of the dying language.
