170．伟大国家最可靠的标志不是其统治者、艺术家或者科学家的成就，而是全体人民的福利。




The progress of human society is to meet the ever increasing need of the daily life for every single person in the world and to allocate the limited resources in an impartial manner that everyone gets his share. To conclude up, it is to reach a thriving and peaceful life for everyone. That is to say, the surest indicator of a great society is the achievement of the general welfare of all its people, as the speaker asserted in the issue. However progressed the fields of government and arts and science are, the society cannot be called"great" if the general welfare is not achieved and promoted.

But on the other perspective, the thriving in the fields of government, science and arts is an indispensable way through which to get the final goal of general welfare.

A strong orgnization of government is more than necessary to achieve the impartial allocation of the resources among people. As we all know, there is a
universal defect lies deeply in the ideology of human being, named as "Greedy". It may expose the very sinful reaction between one another in the battle for more resources. And in order to guaranty that the allocation be really impartial, we need a super-power to mediate the conflicts between the barbarous fighting to get more resources. And that is the GOVERNMENT.

And also the progress in scientific world is needed to insure that the ever increasing need of the daily life be met. As the natural resources on this plannet are being consumed at a horrifying rapid rate, we need to search for some new kinds of resources to meet our demand to survive. And this task lies on the progress of SCIENCE.

And of the equal importance to the well-being of general individuals is the developement of arts. From the ancient time arts plays an indispensible role on the daily comfort of people's lives. Paintings and Music make people's life more colorful and interesting, and will throw away people's bad mood and unplesant emotion. ARTS functions as a Tranquillizer in people's life when people gets frustrated, thus prevents the misbehaves and crimals and make the society a peaceful and harmonic one.

To conclude, the general welfare of all the people is the final goal for a great society to achieve, while the achievements of its rulers, artists, and scientists is the indispensible way through which to achieve the final goal.
