The author asserts that the Batavia government should begin to regulate the retail milk prices to ensure lower prices and sufficient supply of milk according to a relative report from the department of agriculture in Batavia and situation in a local market, which I cannot go all the way with.

First of all, the increasing trend of the number of dairy farms throughout the whole country cannot accurately reflect the situation in Batavia. It is quite possible that the number in Batavia decreased during those 10 years. Even if the report goes with the case in Batavia, the number of dairy farms cannot represent the output of milk objectively. Maybe the size of each dairy farm in average decreases to cause the total output not to increase at all.

Similar to the logical flaw referred to in last paragraph, the situation of prices of milk at the local Excello Food may not reflect that in Batavia. However, even if in whole Batavia the prices of milk have gained an obvious increase, from $1.50 to over $3.00 per gallon, we cannot conclude that local farmers in Batavia have received more profits from the sale of milk. As we discussed above, the output of milk in Batavia may not increase. Then, although the prices of milk ramp up, the result of the multiplication of the price and output, which goes hand in hand with the total income, may not increase. Even if the total income of selling milk rises, we should realize that profit is not only made up of income, but also cost. Without providing relative information about the change of cost during these 10 years, it is possible that cost of producing milk has obtained a great increase accordingly, to make the profit stay at a low level, even lower than the profit 10 years ago.

What’s more, even if the profit local farmers receive is much more than that 10 years ago, we cannot recognize it is excessive. With the development of economics, the price-level may also rise up. Maybe a price inflation occurred during the 10 years so that the more profit farmers gained even cannot make their living. On the other hand, the regulation of retail milk prices may not ensure an adequate supply of milk for consumers. While not available to earn much in sale of milk, local farmers may go to look for other way to make their living, which will quite possibly cause an insufficient supply of milk in Batavia.

To sum up, without providing more details, such as local situation of number of dairy farms and the prices of milk, local price-level and the structure of supply-demand relation of milk in local market. The author's suggestion that Batavia government should regulate retail milk prices is unconvincing and irresponsible.
