"At present, Mason City residents seldom use the nearby Mason River for any kind of recreational activity, even though surveys of the region's residents consistently rank water sports (swimming, fishing, and boating) as a favorite form of recreation. Since there have been complaints about the quality of the water in the river, residents must be avoiding the river because they think that it is not clean enough. But that situation is about to change: the agency responsible for rivers in our region has announced plans to clean up Mason River. Therefore, recreational use of the river is likely to increase, so the Mason City council will need to increase its budget for improvements to the publicly owned lands along the Mason River."

反驳：过去大家抱怨河水质量不好，虽然喜欢水上运动但都不去河边。现在负责这方面事情的agency 要治理河水质量，但这是令人怀疑的。过去那么多年都没有治理，为什么现在开始治理了？原因是什么？具体的计划是什么？都没说。况且，治理之后的效果如何也无法预测，大家对治理好的河流是否感兴趣也是疑问，所以，建议是不合理。

（1）首先，不一定是因为水质问题使得居民不在Mason河进行水上活动。“Since there have been complaints about the quality of the water in the river”is too weak to be an sufficient evidence of the bad water quality of Mason River. 可能当地有更加适合运动的河流、湖泊，可能它们更加宽阔适于游泳划船，或者鱼类更多适合垂钓，而Mason 河不具备这些优点，从而使得当地人不去Mason River。
（2）如果Mason河的水质的确存在问题。那么第一，Improving water quality is a long-term project，which cannot always give a expected result immediately,especially when there are persistent sources of pollution such as chemical factories. 第二，不良水质给居民的不良印象很难立即转变。
（3）基于以上的讨论，“recreational use of the river is likely to increase”缺乏充分的依据， “increase its budget for improvements to the publicly owned lands along the Mason River”的建议过于仓促。并且，“ publicly owned lands along the Mason River”和水上运动的关系并不是很大。The relationship between XXX and XXX is not so significance. And such hasty decision could be ill-conceived.

(1) the correlation between residents' complaints about the quality of the water in the river and that residents avoid the river is not a causal relationship. other factors may contribute to the seldom use of this river.
(2) the claim that the local agency announced plans to clean up the river doesn't mean that the river can be actually cleaned up.
(3) the situation that river is cleaned up doesn't necessarily lead to an increase of the recreational use of this river, thus budget increase is not warranted.
