Write a response in which you discuss your views on the policy and explain your reasoning for the position you take. In developing and supporting your position, you should consider the possible consequences of implementing the policy and explain how these consequeces shape your postion.
It is obvious that the students of universities are the most important and vigorous human resources for the future development of any country, because they are young and knowledgeable. So, it is really pitiful for these students to not join the universities because of poverty. And, it is also a big lose for one country. However, does it mean the government should offer a free university education to any student who has been admitted to a university but who cannot afford the tuition? I don’t think so. I don’t think this advice is a good solution for the problem no matter from the essence of university education, factual effect and finance aspect. The country should help these students but other methods may be more efficient.
In many countries, the university education is not included in the realm of compulsory education. The university education is not necessary for everyone. In some way, it is a kind of investment. The families invest for the children. After the students graduate from the universities and get good jobs, they can get the repay of the investment. And, after all, not the children of all the families will join the university. So, for the families whose children don’t join the universities and who can afford the tuition, if the country offers the tuition, it is obviously unequal because they can’t get this benefit. Every strategy of one county should try to be equal.
In addition, if the country offers a free university education, these students may not learn hard in the universities, because they have no pressure. People always don’t cherish the things which can be got easily. It is very possible for them to spend much time in sleeping and playing, which will make the goodwill of the country foiled. If the tuitions of these students come from other sources, such as loan, borrowing and part-time job, they may more cherish the opportunity and try to work hard in the universities to get good jobs in the future.
And, if the proportion of the poor students is very large, the expenditure will be a large sum of money. How does the government get this money? The government may need to curtail the budget from other projects, which may cause a bad influence on the influenced projects. Or the government may levy more tax, which will improve the burden of civilians.
Comparing with the free education, some other measures which can both help the students and also have no bad effects may be more efficient. For example, the government can offer the tuition loan which has no interest for the poor students and after the students graduate from the universities, they need to repay the loan. This measure has been implemented in China many years, and it is very efficient and fruitful. Many students change their destinies by the loan. The measure also doesn’t cause a big financial burden for the government. The government also can offer more part-time jobs for the poor students, so they can earn their tuition by their work. It is also good for student to cultivate the responsibility and independence sense.
In sum, the offer of the issue seems very conducive for some students and families but may lead to many bad effects in a larger range, such as leading to an inequality, increasing the government burden, and so on. In sum, the offer is not reasonable. The country should help the poor students, but may take some other measures. |
