成绩是否需要认证？城规和农经方向

楼主申urban planning 和agricultural economics方向，查的网站上都没有明确写过要认证，但是有如下话语

All records and translations must be certified by the issuing institution or appropriate government official

或者是

Applicants must submit original transcripts and degree certificates (when applicable) along with certified English translations if the records are in a language other than English. Credentials must be certified by an officer of the educational institution issuing the documents.

之前都觉得不需要认证的，但是申金融的同学都需要认证。我感觉不同学科之间要求应该不同，但是还是很迷茫！求指教！！感激不尽！！
