227The following appeared as an editorial in a local newspaper.

"In order to attract visitors to Central Plaza downtown and to return the plaza to its former glory, the city should prohibit skateboarding there and instead allow skateboarders to use an area in Monroe Park. At Central Plaza, skateboard users are about the only people one sees now, and litter and defaced property have made the plaza unattractive. In a recent survey of downtown merchants, the majority supported a prohibition on skateboarding in the plaza. Clearly, banning skateboarding in Central Plaza will make the area a place where people can congregate for fun or for relaxation."

author suggests that the city should prohibit skateboarding there and instead allow skateboarders to use an area in Monroe Park to  attract visitors to Central Plaza downtown and to return the plaza to its former glory.
reasons: At Central Plaza, skateboard users are about the only people one sees now, and litter and defaced property have made the plaza unattractive. In a recent survey of downtown merchants, the majority supported a prohibition on skateboarding in the plaza. Clearly, banning skateboarding in Central Plaza will make the area a place where people can congregate for fun or for relaxation.


反驳: author points out the only people we canseeatthe plaza are the skateboard users,但这不能说明是因为滑冰的人导致这种情况的产生,这是本来就存在的事实,和plaza的萧条是无关的;而litter and defaced property is necessary with the prosperity of plaza, 而这些不一定是由于skateboarders 造成的,同样不能构成 a causal relationship.

对plaza 的商户进行调查,调查的具体情况不明确。and merchants will propose this sugession based on their own interest, because they think the skaters influenced their business, but it may not accord with the reality. So it cannot be proved the conclusion.

玩滑板的几种说法:skateboarding, ride a skateboard, go skateboarding.
广场: plaza

(1)没有证据表明是这些在中央广场玩滑板的人使得此处是去了对游客的吸引力或者妨碍了人们在此处聚集for fun and relaxation,相反,很可能是因为此处人少,才有很多人来这里玩滑板。还有and litter and defaced property(毁坏的公物) have made the plaza unattractive”这句话中,作者似乎在有意地暗示这些垃圾和损害是由这些人滑板这造成的,可能与实施不符,并且会引起误解。
(2)对商户的调查不能说明问题。 商户通常倾向于关心自己的利益,可能对这个问题的看法比较主观,有可能是因为过度担心自己的商业利益受损而建议禁止滑板的,但是事实可能并非如此。作者需要做一个更加全面的,包含市民中各种群体的调查。
(3)这样仓促的禁止是不够理智的。并且作者没有讨论“instead allow skateboarders to use an area in Monroe Park"的可行性,这个公园可能不适合滑板,或者会影响市民游览公园。 所以,作者需要调查此处visitors少的真正原因,还有广场的脏乱是不是有滑板者造成的,survey应该包括更多的人。如果禁止,应该调查那个去那个park玩滑板是否合适,估量后果;并且需要对滑板者进行调查,询问他们是否愿意去公园玩滑板。

(1) skateboarding is not the only reason causes the litter and defaced property that made the plaza unattractive
(2) merchants' idea of prohibition on skateboarding may not be representitive.
(3) banning skateboarding is not sufficient for the area to be a place for fun and relaxation.
