TOPIC: ISSUE69 - "Government should place few, if any, restrictions on scientific research and development"

When we talk about the relationship of government and scientific, they are usually be considered independent. So, the topic holds the opinion that government should not restrict the scientific research and development. However, it will be better to either the government or the scientific aspect that place some, at least a litter restriction on it. The causes will be explained below.
On the one hand, the government is a group of people who operate a system which is to dedicate to make the society better and give their people a settled life. How to achieve that? To people, having a shelter, a job with no annoyance, a family living a happy life are the fundamental needs. To society, the more and more convenient transportation, the plenty of public facilities that could make people feel as comfortable as being at home, the welfare are all fields the government shall put eyes on. It is its people and the society that the government should care about foremost.
The science is a method that better things could be found out by using of it. Any scientific research is tending to make the current society better. It is true that he more attention paid on science the speed of the social progress will be accelerated, yet whether the social progress is speed enough would have only a little influence to both the society and the people.
What the country need right now? How could the government use their power sensibly? To answer these questions, we may think about what is the principal. It's the current people and the society at present. The existing problem should be solved first then the future. It is to say, the government shall supply the demand from the people and the society. When they are in a stable mood, scientific research could come to be the heavy emphasis.
Let us put China into discuss. Seventy years ago, when China has just been as a republic, the government spears no efforts on social construction. And about twenty to thirty years ago, the society had finished the basic construction, the government decided to spend a part of the time, money and the manpower into the scientific research and development. After a few years, we got the news that the Chinese people had their own spacecraft, submarine, etc. China's case has completely prove that scientific should be emphasis after people and society.
On the other hand, the too fast development of scientific is a waste of resource such as the time, money, manpower which has been mentioned before. Sometime we discover something or create something which could hardly been put into usage immediately, why wouldn't we put the resource into some real things to improve the life quality first. And when most conditions is mature enough, we start to do it.
The restriction on scientific research is not the inurbane movement, but rather a deliberate choice. The government could let the scientific institution use some limiting resource, like that the government gives them a certain number of money, continue their research. It will only slow down the speed of the development but not stop it.
In conclusion, the first thing the government should do is try their best to serve the people and society, by the means of restrict on scientific research. And that will make both the society and science domain develops rationally and expectantly. |
