In recent days, the issue of the relationship between government and scientific research as well as development is much concerned to a point where a wild discussion has been aroused. Some people maintain such as the speaker maintain that government has responsibility to pay few restrictions on developing scientific research as well as development. Although I concede some wicked scientists take advantage of these techniques to do illegal things. In taking various factors into consideration, to large extent, I strongly agree with the speaker’s claim. We should primarily develop our techniques and make more contribution to our society.

First of all, evolving as well as development of our society is related to these scientific research and development. For instance, while in primitive society people took advantage of simple and handmade tools in their living no matter hunting for food or doing housework. But with wildly applicant in steam engine in 1760s, the English society evolved into industrial society. And in 1940s our society was in the age of information with development of scientific research as well as scientific techniques. In short, thanks to these development and scientific research our society could evolve and develop. So, in my view, government shouldn't place restrictions on scientific research and development.

In addition, scientific research and development as a crucial factor influence the destiny of society or even might be the most significant one as I see it. Development of scientific research also contributes to establish the international status. The standard of developed country and developing country is attached to scientific development in some degree. Those other factors affecting the international status would be influenced by the development of scientific research too, to large extent. For instance, scientists might discovery a new kind of drug to cure the cancer in the future. With the appearance of the new drug the country’s economy could be better and medical level could achieve development. So, in my observation the development of scientific research seems be the most important factor for society. Why should government restricted on it?

In my point of view, government should and must place their restrictions on anti-social as well as antihuman scientific research and development while supporting the development of righteous and humane scientific research. For instance, cloning humans is ethically and morally unacceptable and it should be blamed and strangled. It is acceptable that the technique of clone could apply in protecting and keeping the DNA of threatened animals, and make medical experiment with these cloned animals. In short, government should pay their primarily attention on keeping antihuman scientific research down.

To sum up, with precise consideration, while government should strangle the anti-social and anti-human scientific research and development, these righteous and humane techniques and development should get protection and support.
